112 <br />Councilman Rosselli stated he acknowledged the Budget as submitted to be a. very con- <br />servative one, but believed that a second look at the proposed revenues in the light <br />of recent receipts might show a sufficient advance to make up about 3¢ on the tax <br />rate. Mayor Herkner discussed commitments he believed the Council should honor as <br />far as the use of sales tax goes and recommended staying with our present formula. <br />He stated if we need an increase of approximately 8¢ on the tax rate to fund the <br />proposed budget, it is because we are giving more services and costs have advanced. <br />The City Manager agreed that if the Council contributes $62,500 from sales tax to <br />the General Fund, an up-to-date review of our revenue estimates which were projected <br />in March, might well provide the additional funds needed to bring the tax rate down <br />to the 1966-67 figures. <br />Councilman Petersen discussed the relationship of the assessed valuation to the tax <br />dollar and stated that if we had realized the usual advance in assessed valuation <br />the Budget would be balanced at this point. Councilman Henderson stated that in <br />her opinion the capital program would not be devastated by the transfer of $62,500 <br />to the General Fund. The motion to transfer $62,500 from sales tax to the General <br />Fund and direct the City Manager to adjust the Budget downwards by approximately <br />.0280 carried on roll call vote, Councilman Petersen and Mayor Herkner voting no, <br />Councilman Bury being noted absent. (MINUTE ORDER #67-124) <br />Mayor Herkner questioned the balances shown in the General Obligation Bond Funds and was <br />assured by Staff that these sums are for bond interest and redemption only with the <br />exception of the 1958-B Sewer Fund in which we still have some construction money. <br />The Water Department Budget wa.s studied and accepted on motion of Councilman Rosselli, <br />seconded by Councilman Keckley and carried. (MINUTE ORDER #67-123-J) <br />The Sanitary Sewer Budget was accepted on motion of Councilman Granger, seconded by <br />Councilman Keckley and carried. (MINUTE ORDER #67-123-K) <br />Councilman Keckley moved to approve the Sewage Treatment Plant Budget, seconded by <br />Councilman Rosselli and carried. (MINUTE ORDER #67-123-L) <br />The Budget for the Parking District was approved on motion by Councilman Keckley, <br />seconded by Councilman Petersen and carried. (MINUTE ORDER #67-123-M) <br />The City Manager recommended that $2400 be allowed in the Marina Budget, to be funded by <br />the Equipment Replacement Fund, for the purchase of a, one-half ton pick-up truck <br />badly needed in this operation. Councilman Rosselli moved to accept the recommenda- <br />tion of the City Manager and approve the Budget for the Municipal Marina., seconded <br />by Councilman Granger and carried. (MINUTE ORDER #67-123-N) <br />The meeting was adjourned on motion of Councilman Petersen, seconded by Councilman Keckley <br />and carried.
