1,6 <br />administrative supporting district for the Central Business District and Government <br />Center which has not been developed this way. <br />Further review of area and possible developments which might occur under this pro- <br />posed rezoning described by Staff, with recommendation that Commission might con- <br />sider the addition of the "0" Combining District only to these lots unless other <br />property owners were willing to request the addition of the A -Combining District to <br />zoning of their properties. <br />Paul Tessendorff, 45 Claremont, asked for further clari- <br />fication of reasons for area being requested for rezoning. <br />Warner Britschgi, 710 Brewster Ave., questioned effect on <br />property values and taxes if proposed rezoning adopted. <br />Planning Director responded to questioning by stating change of zoning proposed <br />would provide for slight increase in flexibility in kiwis of use which would be <br />allowed, so in this respect from a land owners' standpoint, it could be con- <br />sidered more desirable, whereas a different viewpoint from tenant might result. <br />He also reported Planning Commission had felt it justified for A -Combining Dis- <br />trict to be added to proposed rezoning because of property being situated across <br />from a Commercial area, insuring architectural approval of design, layout of <br />parking, and landscaping to be approved at the time building permit is applied <br />for. Councilman Petersen moved to close the public hearing, seconded by Coun- <br />cilman Rosselli and carried. <br />Councilman Rosselli, based on facts submitted, moved to accept recommendation of <br />the Planning Commission and introduce Ordinance amending the Zoning Ordinance <br />rezoning property described, seconded by Councilman Granger. On question, Coun- <br />cilman Henderson opposed rezoning proposed for this area because the Downtown Plan <br />for areas in close proximity to downtown area show high density residential, and <br />she felt this rezoning to be a departure from this intent. <br />Councilman Keckley also disapproved proposed rezoning for similar reasons in that <br />it would not be in line with downtown plan and the present rezoning proposed would <br />not attract high density growth and combining district shouldn't be added to this <br />area, which might be detrimental to County Civic Center. He urged recommendation <br />to grant this rezoning be denied. <br />Councilman Rosselli expressed his reasons for favoring rezoning proposed and <br />recommended by Planning Commission as being compatible to the downtown area plan- <br />ning. Motion to introduce Ordinance rezoning property as requested tied on roll <br />call vote, Councilmen Granger, Petersen and Rosselli voting yes, Councilmen Hender- <br />son, Keckley and Vice -Mayor Bury voting no, Mayor Herkner being noted absent. <br />City Attorney explained the tie vote resulted in no action effecting rezoning, and <br />explained how this matter could again be presented to the Council through another <br />application after required length of time, or by Planning Commission action. <br />(MINUTE ORDER #67-133) <br />019 V <br />
