139 <br />Stop entrances proposed for following streets, as recommended by the Traffic Bureau: <br />1. Stop signs on Grand controlling traffic in both directions on <br />Grand St, at Katherine Ave. <br />2. Stop signs on Jeter St. controlling traffic in both directions <br />on Jeter St, at Katherine Ave. <br />3. Stop signs on Katherine Ave. controlling traffic in both directions <br />on Katherine at Iris St. <br />4. Stop signs on Jackson Ave. controlling traffic in both directions on <br />_ Jackson Ave. & Cleveland St. <br />5. Stop signs on Adams St. controlling traffic in both directions at <br />Madison Ave. <br />6. Stop signs on Adams St, controlling traffic in both directions at <br />Lincoln Ave. <br />7. Stop signs on Lincoln Ave. controlling traffic in both directions at <br />Clinton St. <br />8. Stop signs on Cleveland St, controlling traffic in both directions at <br />Lincoln Ave. <br />9. Stop signs on Lincoln Ave. controlling traffic in both directions at <br />Fulton St. <br />Discussion held on the need of stop signs proposed in this area, possible use of <br />yield signs instead, and possible need of extra policing for violations. City <br />Manager reported on investigations that had been made in the area by Staff and why <br />recommendation is urged for these stop signs in the area. He also stated it was <br />felt stop signs on minor streets would force traffic to the arterial streets for <br />through traffic. <br />He also commented that this situation should be reviewed for cross City traffic, <br />when Woodside Road is improved and signals installed at Hudson Street. It was <br />also recommended that publicity be given to inform citizens of stop signs to be <br />placed at these intersections, if action is adopted. <br />Staff was questioned as to whether any assurance could be given that stop signs <br />proposed will reduce traffic hazards. Police Chief stated records had been kept <br />which proved installation of stop signs would help to correct the situation, and <br />that when these stop signs were placed as proposed, would relate not only to speed- <br />ing, but other problems confronting this residential area as many cases of intersec- <br />tions being obscured by high shrubs and trees. He stated from complete traffic <br />survey which had been made, it was concluded stop signs would help the over-all pic- <br />ture of hazards and still retain circulation needed without too much interference. <br />Councilman Granger moved to adopt RESOLUTION NO. 5405 ESTABLISHING AND DECLARING <br />DESIGNATED ENTRANCES TO DESIGNATED INTERSECTIONS TO BE STOP ENTRANCES, seconded by <br />Councilman Bury and carried on roll call vote, Councilman Rosselli voting no, <br />Councilman Keckley being noted absent. <br />Councilman Petersen moved to adopt RESOLUTION NO. 5406 APPROVING AND AUTHORIZING AMEND- <br />MENT TO AGREEMENT FOR COMPUTER PROGRAMMING SERVICES, seconded by Councilman Rosselli. <br />Staff report stated it was recommended that present contract with Michael Kennedy, <br />for programming services, be extended on an "as needed basis" until September 15, <br />1967, as present bontract for these services will expire on July lst. Budget for <br />1967-68 includes position for an Accounting Assistant -Programmer, but that specifi- <br />cations had not yet been approved or been included in the Salary Plan, and new posi- <br />tion could not be filled until August 16th at the earliest. <br />City Manager further explained the need for a programmer, but that position specifi- <br />cations to be set up would be a combined position for programming and accounting, <br />,imp" 91 <br />
