i78 <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5403 TERMINATING PERMISSION TO <br />UTILIZE CERTAIN CITY -OWNED WATER LINES, seconded by Councilman Petersen. <br />Staff reported City's agreement with Clyde Henry's Friendly Acres Water Company <br />for the use of the Rose Avenue, Jones Court, and Michael Drive, water facilities, <br />were subject to revocation by the City for reasons which had been outlined in the <br />City Manager's report previously submitted to Council. City Manager read his recom- <br />mendation which had been included in his report, stating that, based upon a review <br />of records maintained by the Staff relative to the operation of the Friendly Acres <br />Water Company, it was evident that the system, as it is presently operated, is not <br />providing adequate water service to the residents and property owners within the _ <br />subject service area, and Staff, therefore, recommended the termination of the <br />District's permission to utilize the City -owned facilities in the improvement <br />Districts referred to. <br />In response to Council questioning, City Attorney reported all three City -owned <br />lines referred to, were used by Mr. Henry under a revocable permit agreement, and <br />contained provisions for termination, should conditions not be fulfilled. <br />Roger Anderson. 1015 Haven Avenue, as user of Friendly <br />Acres Water, protested inadequate water pressure and <br />resultant fire hazards. <br />He also questioned publicity which had been given from <br />time to time that City intended to purchase this water <br />system and if statements were correct. <br />City Attorney advised acquisition procedures were being processed as authorized <br />by Council and that inventory and appraisal procedures were also being conducted, <br />but this Council action as recommended, only involved use of City -owned lines in <br />three isolated blocks. Mr. Anderson was assured action proposed in this instance <br />would not aggravate conditions he had reported at his residence. <br />Councilman Granger recommended that Council consider the method of financing by <br />which this water system could be acquired by the City. Motion carried on roll <br />call vote, Councilman Keckley being noted absent. <br />Councilman Petersen moved to adopt RESOLUTION NO. 5404 APPROVING AND AUTHORIZING <br />EXECUTION OF AGREEMENT BETWEEN WOODSIDE FIRE PROTECTION DISTRICT AND THE CITY OF <br />REDWOOD CITY FOR FURNISHING FIRE PROTECTION DISTRICT AND THE CITY OF REDWOOD CITY <br />FOR FURNISHING FIRE PROTECTION SERVICE BY DISTRICT WITHIN A PORTION OF THE EXISTING <br />CORPORATE LIMITS OF CITY AND FOR FURNISHING BY CITY OF RECIPROCAL SERVICE WITHIN A <br />PORTION OF THE EXISTING TERRITORIAL LIMITS OF DISTRICT, seconded by Councilman <br />Bury. <br />Staff report stated agreement proposed is to furnish reciprocal fire protection in <br />the area commonly known as "Edgewood Hills", bounded by Edgewood Road on the North, <br />Alameda de las Pulgas on the East, Woodside Road on the South and Canada Road on <br />the West, necessitated because of the City area projecting into Woodside Fire Pro- <br />tection District and actually splitting their District. <br />It was further stated this would offer protection so that both Districts would res- <br />pond to a fire starting in either District and provide immediate action.
