147 <br />PUBLIC HEARING, Application of MARTIN G. APKARIAN & ANSONO & ROMELDIA DEL PRATE to <br />amend the Zoning Map to rezone property at 107 and 115 Oakwood Drive, being portions <br />of Lots 16 and 17, Oakwood Park No. 2, from 11R-1" to 11R-2" District, declared open <br />and affidavits of publication and mailing ordered filed. <br />Report of the Planning Commission read in which it was stated a public hearing had <br />been held, no protests having been received, and that Commission had recommended <br />unanimously the rezoning as requested. Staff report reviewed the history of the <br />property which was resubdivided into 4 lots, two of which are flag lots. <br />Planning Staff reported present application was for rezoning from "R-1" to 11R-2" <br />the two front lots facing on Oakwood Boulevard which would be developed into <br />duplexes by construction to the rear of the property by additions on the present <br />dwellings. <br />Mr. Marton G. Apkarian, one of the applicants, appeared <br />to state he had applied for the R-2 rezoning of his pro- <br />perty prifarily for the purpose of adding another unit <br />for his growing family and using the front unit for the <br />residence of his "in-laws." He stated when property had <br />been rezoned back to R-1, there was little development <br />in the area, but that now the area was becoming a high <br />density containing R-2, R-3, and R-4 Districts; that one <br />adjoining property owner had joined in request for this <br />rezoning and other adjoining property owner was not opposed, <br />but his lot was not large enough to further develop, and <br />further advised other neighbors were not opposed to requested <br />rezoning. Mr. Apkarian reviewed development plans he pro- <br />posed if rezoning is granted and stated his willingness to <br />participate in street improvements needed in this section. <br />Council members questioned width of access to property and whether it was approved <br />by the Fire Department. Chief Lodi advised that there were other similar lots with <br />this access feature, and would suggest a minimum of 20', paved to rear property. <br />Further questions were asked concerning the access width on adjoining property and <br />possibility of combining the two for wider access to the interior flag lots. Plan- <br />ning Director was asked why adjacent lot wasn't also considered for R-2 zoning. <br />Council questioned Staff and applicant at length concerning the proposed develop- <br />ment of the property. City Attorney stated 12' access was standard for this zoning. <br />Councilman Petersen moved to close the public hearing, seconded by Councilman Keck - <br />ley and carried. <br />Councilman Keckley moved to introduce Ordinance adding Section 60.2.26 to Ordinance <br />No. 1130, the Redwood City Zoning Ordinance, rezoning property in the vicinity of <br />Oakwood Boulevard East, Oakwood Drive and Renato Court, seconded by Councilman Bury. <br />On question, Councilman Bury asked whether additional controls, such as architec- <br />tural control could be added in this instance in view of the fact it appeared other <br />similar lots in the area might be developed in a like manner and this could set a <br />precedent. Planning Director advised development as proposed conformed to all re- <br />quirements of the Zoning Ordinance. <br />City Manager cited other similar situations in duplex development and felt no ha- <br />zardous condition existed in this instance as fire equipment could gain access <br />
