Alternate I -A is not <br />being used. City Librarian's estimate of the combined cost of Items I, III, and IV <br />is $2,143.00. <br />Councilman Keckley moved to adopt RESOLUTION NO. 5417 AWARDING CONTRACTS FOR PURCHASE <br />OF CERTAIN ITEMS OF LIBRARY FURNITURES, SCHABERG BRANCH LIBRARY; REJECTING ALL OTHER <br />BIDS RECEIVED; AUTHORIZING EXECUTION OF CONTRACTS FOR PURCHASE OF SAID ITEMS; AND <br />DIRECTING RETURN OF SECURITY DEPOSITS, SEconded by Councilman Henderson and carried <br />on roll call vote. <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5418 AUTHORIZING AND APPROVING <br />AGREEMENT BETWEEN THE CITY OF REDWOOD CITY AND REDWOOD CITY CENTENNIAL, INCORPORATED, <br />FOR THE PLANNING, PREPARING, SPONSORING, PROMOTING AND ENGAGING IN A PROGRAM FOR <br />THE CELEBRATION OF THE REDWOOD CITY CENTENNIAL, seconded by Councilman Keckley. <br />Councilman Rosselli questioned statement made that this contribution of $8,500 <br />by City would constitute a final contribution as felt additional contribution request <br />might be made to City, in view of this worthwhile centennial program being conducted <br />under a most austere budget. Councilwas advised Resolution or Agreement did not <br />include this stipulation. Request was made that Council be furnished with a copy <br />of the accounting requested to be submitted within sixty days.(Memo 7/11./67) <br />Motion carried on roll call vote, Councilman Henderson voting no. <br />"Teach Law to Reduce Crime" research proposal presentation by Judge Roy W. Seagraves <br />for Council's endorsement. (Report submitted to Council previously for review.) <br />(For full text see City Clerk's File - Council Administration) <br />Vice -Mayor Bury stated report had contained all background material and purposes <br />intended concerning proposed program which was being sponsored by a non-profit <br />organization, Foundation of Research in Education (FORE) for the purpose of fund- <br />ing a research project to measure the effectiveness of teaching law and respect <br />for law enforcement in reducing juvenile delinquency, determine the feasibility of <br />such a permanent curriculum for kindergarten through eighth grade, etc., in the <br />belief that a firm foundation in the understanding of law and respect for its en- <br />forcement, if provided in early life, will assist in developing responsible, law- <br />abiding citizens, thereby reducing juvenile delinquency and adult crimes. <br />Judge Seagraves expressed his appreciation for Council's <br />consideration of supporting this worthwhile program and of <br />the application to be made for Federal funding of the pro- <br />ject, a grant of $5,000 already having been supplied for <br />administrative costs, but need of support in broad areas. <br />He also advised this program was proposed to be introduced <br />In Redwood City's Elementary School District as a pilot <br />program which, if successful, would thereafter be submitted <br />to School Boards in every state. <br />Judge Seagraves further explained the need of applying for Federal Funds, amount <br />being requested, and expenditure controls. Police Chief reported San Mateo County <br />Law Endorsement Association had endorsed this program and urged Council do likewise, <br />and reported on the several Federal bills for funds pending for research of this <br />ja I$ V <br />
