1136 <br />basis, and believed it might be possible to apply funds in this instance if <br />Council so decided. City Attorney agreed bond fund monies could be used for <br />storm drainge, but not for general grading and shaping. <br />City Manager was asked as to costs which had already been involved in this slide <br />area and he reported some $25,000: Kunz Paving, $16,000; $2,000 to Dames & Moore, <br />soils engineers, $4,000 to John Pitcher for the drilling work and placing of <br />drain pipes. City Manager asked Director of Public Works to report on present <br />condition of the area. <br />Director of Public Works reported a vertical well was being used to pull down <br />the level of water significantly until rains made operation inoperative because <br />of silting. He reported that 1,000 gallons a day had been pumped first few <br />days the pumps were in operation, and volume steadily increasing. Councilman <br />Granger questioned particular purpose of City taking over these lots. City <br />Manager advised this would be the only way City could move in to attempt to <br />stabilize the site under City title to land. City Manager stressed fact all <br />parties had to agree to conditions under which City would accept lots. Council- <br />man Rosselli expressed his belief this was a good solution to problem. <br />Councilman Keckley discussed the "hold harmless" clause in the resolution as <br />condition of acceptance. City Manager reported mass of slide had not advanced <br />to any degree, just minor movement of sloughing increased where the Robinson <br />house had been removed, but only time would tell if further earth movements would <br />continue. <br />Mrs. Frances Escher, 3642 Farm Hill Blvd., reported on <br />the lateral slide line which was occurring in back of <br />her home. <br />City Manager reported Staff had inspected this lot and had concluded this was <br />not an extension of the slide area in spite of site showing an earth movement, <br />but mostly appearing as a top soil condition or restricted to a shallow slide. <br />Director of Public Works concurred in statement of City Manager. It was suggested <br />that Mrs. Escher contact the developer of the property in this particular in- <br />stance. He stated he believed Mr. Trifelletti of Challenge Construction Co. had <br />already made suggestions to these property owners. <br />Mrs. Mary Coats, 3626 Farm Hill --Blvd, questioned plans <br />proposed by City for reshaping and regrading the slide <br />area site to make it safe. <br />City Manager reported City would do all possible to stabilize area and also, <br />upon recommendation of consultants advising City, would replant area in rooted <br />grasses similar to that used by State Highway Department on open slope areas, and <br />all other recommended steps to protect public interests. Motion carried on roll <br />call vote, Councilman Granger voting no. <br />Councilman Rosselli moved to approve letter of agreement for appraisal services for <br />property adjacent to Community Park, seconded by Councilman Keckley. Staff report <br />stated Council Real Estate Committee had indicated they would recommend approval <br />
