Minutes of Regular Meeting <br />Redwood City Council <br />July 24, 1967 7:30 P. M. <br />Mayor Herkner called the meeting to order at 7:30 P. M. <br />Pledge of Allegiance was led by Councilman Bury. <br />Invocation was led by Reverend Ronald Barton, First Congregational Church. <br />ON ROLL CALL the following were noted present: Councilman Robert H. Bury, Floyd D. <br />Granger, Mary W. Henderson, Paul C. Keckley, Mayor Sidney D. Herkner and Deputy <br />City Clerk Marian McCrindle. (Councilman Herbert G. Petersen entered meeting at <br />7:43 p.m., and John S. Rosselli noted absent.) Also noted present were City <br />Manager Howard C. Ullrich, City Attorney Richard E. Gardella, Assistant City <br />Manager Henry V. Burget, Deputy Police Chief Theodore Moudakas, Fire Chief J. L. <br />Lodi, Planning Director Ken Schroeter, Director of Public Works J. Louis Scherer, <br />Deputy Building Official Robert Bruce, Auditor -Accountant Jack Ference, and <br />Senior Stenographer Sandra Penticuff. <br />Mayor Herkner asked for two separate motions for approval of two sets of minutes <br />because of indication a discussion was to be requested on the regular minutes of <br />July 17th. <br />Councilman Keckley moved to approve minutes of Boardo of Equalization meeting <br />for GID 1-64, of July 17th (Board of Supervisors -10:00 a.m.), seconded by <br />Councilman Granger and carried. <br />Councilman Granger moved to approve regular minutes of July 17th, seconded by <br />Councilman Bury. On question, Councilman Henderson expressed her disapproval of <br />recent change of policy in recording of Council minutes as felt further details should <br />be recorded as to Council discussion and questioning of Staff on issues where oral <br />answers were given which might have effect on Council's final decisions. She also <br />cited instance where her opposing vote to an issue had not been amplified. She stated <br />such points for all Council members to be important and valuable both to Council and <br />in the public interest for past and future references. Councilman Henderson asked <br />this matter be discusses since policy on Council minutes had been established in <br />the past and Council had not taken approving action for briefing of Minutes, as <br />other policy matters had been approved; i.e., Council Committee had reported and <br />recommended a policy of placing of items on Agenda. <br />Mayor Herkner stated it wasnot intention to change policy set for Council, but <br />minutes were becoming much too long and just the pertinent facts were to be <br />included and Council had been referred to the opinion on legal requirements of <br />City Clerk's recording of Council minutes. <br />Council discussed points raised concerning the recording of the minutes and if <br />further details desired, consideration should be given to possibility of using a <br />tape recorder which would include verbatim recording of minutes which could be <br />reviewed for a certain length of time and still not burden City Clerk's office <br />with voluminous recording not necessary for permanent minutes. <br />Mayor Herkner appointed Councilmen Keckley and Petersen to investigate and make a <br />recommendation on possible use of a tape recorder at Council meetings at the next <br />regular meeting.
