Both City Manager <br />and City Attorney replied as to reimbursement to be made of at least a partial <br />of costs to the City by Leslie. It was stated the area involved is comprised of <br />some 15 acres, of which 8 to 10 will be in acquisition proceedings from Scavenger <br />Co, and the balance is in slough areas where dispute of title exists. It was fur- <br />ther stated that area to be condemned is for public purposes and title would be <br />invested in the City. <br />Motion carried on roll call vote, Councilman Henderson voting no, Councilman <br />Rosselli being noted absent. <br />City Manager left meeting at 8:44 p.m. with permission to attend Council meeting of <br />Belmont regarding temporary water supply to Marine World. <br />Cinnabar Deposit, Stulsaft Park - Discussion of report and recommendation submitted to <br />Council on July 17, 1967, by City Manager in which he reviewed final report sub- <br />mitted by Mr. Weiska.l establishing his opinion that the existence of a commercial <br />valuable ore is in Stulsaft Park to the extent of 5,000 to 6,000 tons of 12 to <br />20 lb, ore. Report also contained current favorable market conditions concern- <br />ing sale of the ore, with an opinion expressed of a possible gross value of ore <br />estimated at $530,550 and a possible $100,000 revenue to City after costs based <br />on inherent variables. Report also included various methods of mining operations <br />which had been investigated for possible use in the mining operations, and the <br />method of transporting and smelting operations. <br />Report concluded with recommendation of City Manager ani Staff that City not pro- <br />ceed with the cinnabar mining operations at Stulsaft Park at this time because of <br />consideration of concern expressed by property owners in Farm Hill area of possi- <br />bility of land slippage, no positive assurance of estimated revenue to City <br />because of limited exploration of site, and also stating ore deposit is a fixed <br />asset which will neither increase or decrease with passage of time. (For full <br />text of report See City Clerk's File - Cinnabar) <br />Motion by Councilman Granger to accept City Manager's report and take no further <br />action to allow this mining operation, seconded by Councilman Keckley. <br />Discussion followed concerning intent of the motion to approve recommendation <br />that mining operation not be undertaken at this time, leaving intent that this <br />subject could be reviewed again with the possibility of favoring the mining opera- <br />tion, because of opinions which had been received from citizens expressing interests <br />for both sides of the issue. Councilman Granger was questioned on the intent of <br />his motion and indicated he favored no further action be taken on this issue, <br />whereby Councilman Keckley withdrew his seconding of the motion, as he felt motion <br />included City Manager's full report and recommendation as stated. Councilman Peter- <br />sen moved to accept City Manager's report and recommendation as submitted, seconded <br />by Councilman Keckley. <br />24'07 <br />
