184 <br />Councilman Bury reported on both his and Councilman Granger's attendance at the <br />National Congress of Cities held in Boston, and of the written material he had <br />available to share with any Council member interested. He reported on the meetings <br />attended by both Councilman Granger and himself, and the subjects discussed which <br />indicated problems of all cities were basically similar. The present social unrest <br />evidenced throughout the country was one of the main subjects of discussion, and <br />problems of large cities which were resulting from retreat of residents to suburbia. <br />He also reported on the California League resolutions which had been studied, and of <br />the conferences he had attended as a Member of the Finance Committee. He thanked <br />Council for having granted two members of the Council the opportunity to attend the <br />Conference. Councilman Rosselli moved to accept the report, seconded by Councilman <br />Keckley and carried. (MINUTE ORDER#67-174) <br />Councilman Rosselli moved to introduce Ordinance fixing the amount of money to be raised <br />by taxation upon the taxable property within the City of Redwood City as revenue to <br />carry on the various departments of said City for the fiscal year 1967-68, to pay <br />the bonded indebtedness of said City falling due and becoming payable during said <br />fiscal year together with the interest thereon, to maintain the public library of <br />said City during said fiscal year, to provide funds for the retirement plan, to <br />provide funds for Parking District No. 1, to provide funds for General Improvement <br />District No. 1-64, and fixing and levying the tax therefor, seconded by Councilman <br />Keckley. Council noted excellent report and analysis prepared by Auditor -Accoun- <br />tant which had been previously submitted to Council in explanation of the $1.6272 <br />per $100 assessed valuation Tax Rate to be set, being a $0.538 reduction from <br />1966-67 (For full text see City Clerk's file - Tax Rate) <br />All Council members complimented Staff, with particular reference to the Staff <br />Budget Committee, for efforts which had made possible this tax decrease by pre- <br />senting a taut and conservative Budget. It being noted that City Tax Rates have <br />been reduced a total of .10¢ in the last two years, instead of raises in rates noted <br />elsewhere. Council also requested that press should take note of fact that although <br />City Tax Rate has been reduced, school taxes and County taxes are to be raised <br />which will result in higher over-all tax bills. However, citizens of Redwood City <br />should be made aware of the decreased City rate. <br />City Manager pointed out that the Budget had been reduced in all respects where <br />control possible, especially the General Fund. <br />James Miller, 3)15 Harbor Boulevard, commented on the fact <br />trailer space rental had been raised this year because of <br />alleged increase in taxes, and questioned specific tax which <br />would have caused this effect. <br />Auditor -Accountant advised trailer taxes controlled by State, similar to that <br />imposed on automobiles, but Mr. Miller was given assurance this would be inves- <br />tigated by Staff and he would be given a reply. (Memo 8/15/67) Motion carried. <br />Councilman Petersen moved to adopt ORDINANCE NO. 1323 OF THE CITY OF REDWOOD APPROVING <br />THE ANNEXATION TO THE CITY OF REDWOOD CITY OF CERTAIN UNINHABITED TERRITORY DESIG- <br />NATED "LAKEVIEW WAY NO. 1 ANNEXATION" and herein DESCRIBED, AND HEREIN ANNEXING SAID <br />014,61 <br />
