Councilman Petersen moved to deny the <br />protest and confirm the assessment charges, seconded by Councilman Keckley, <br />motion being tied on roll call vote, Councilmen Bury, Keckley and Petersen <br />voting yes, Councilmen Granger, Rosselli & Mayor Herkner voting no. <br />Councilman Granger moved to reduce charges on this assessment by 50%. Motion <br />lost for lack of a second. Councilman Keckley moved to reduce charges on this <br />assessment by 1/3, seconded by Councilman Rosselli. Discussion held concern- <br />ing reason area other side of Bayshore had been included in this program for <br />this year, and also questions asked concerning weed abatement procedures <br />around the Port area. Motion died for <br />lack of a second. Councilman Keckley moved to deny the protest and confirm <br />the assessment charges, seconded by Councilman Petersen and tied on roll <br />call vote, Councilman Bury, Keckley, and Petersen voting yes, Councilmen <br />Granger, Rosselli and Mayor Herkner voting no. <br />Councilman Rosselli again moved to cancel the charges, motion losing for <br />lack of a second. Councilman Petersen moved to deny the protest and confirm <br />the assessment charges, seconded by Councilman Bury and carried on roll call <br />vote, Councilmen Bury, Granger, Keckley and Petersen voting yes, Councilman <br />Rosselli and Mayor Herkner voting no, <br />Councilman Petersen requested this matter be referred to Staff for a further <br />review, and if found justified a recommendation be made to Council for an <br />adjustment. <br />(To be reviewed) <br />ASSESSMENT CONFIRMED <br />City Manager was requested to report to all protestants on action taken by <br />Council at this public hearing, (Memo 8/22/67) <br />Councilman Petersen moved to close the public hearing, seconded by Councilman <br />Rosselli and carried. <br />Councilman Petersen moved to adopt RESOLUTION N0, 5459 MODIFYING AND CON- <br />FIRMING AS MODIFIED REPORT OF SUPERINTENDENT OF STREETS OF WEED ABATEMENT <br />AND ASSESSMENT LIST THEREFOR, OVERRULING ALL OTHER OBJECTIONS; THERETO, AND <br />AUTHORIZING DELIVERY OF SAID MODIFIED REPORT AND ASSESSMENT LIST TO THE COUNTY <br />ASSESSOR AND COUNTY TAX COLLECTOR FOR ENTRY UPON AND COLLECTION WITH THE <br />NEXT TAX ROLL UPON WHICH GENERAL MUNICIPAL TAXES ARE COLICTED, seconded by <br />Councilman Bury and carried unanimously on roll call vote, Councilmen Keckley <br />and Rosselli abstaining because of their ineligibility, Councilman Henderson <br />being noted absent. <br />Councilman Bury moved that the sum of $10,000 be considered for a contribution to <br />the cost of this weed abatement program in view of problems and misunderstanding <br />in evidence, and possibly a Committee from Council members be appointed to act <br />with the Staff on this matter, seconded by Councilman Rosselli. After further dis- <br />cussion on procedures needed in connection with this proposed contribution by City, <br />it was suggested that this be referred to Staff for checking of funds, check of <br />legal ramifications, and a report and recommendation be returned to Council next <br />week. Motion tied on roll call vote, Councilmen Bury, Rosselli and Mayor Herkner <br />voting yes, Councilmen Granger, Keckley and Petersen voting no, resulting in no <br />action taken. <br />PYI V <br />
