210 Councilman Keckley moved to adopt ORDINANCE NO. 1326 REPEALING ARTICLE III OF CHAPTER 32 OF THE CODE OF REDWOOD CITY, RELATING TO CIGARETTE TAXES, TO BE EFFECTIVE SEPTEMBER 30, 1967, seconded by Councilman Bury. On question, the effect of the new state tax was explained, and the fact that the City would benefit by increased revenue from this source. City Manager advised of the inventory tax being imposed by State effective September 15th, causing a short over -lap in the taxes. Staff was encouraged to review possi- bility of any way to prevent areas of double taxation. Motion carried unanimously on roll call vote. (Memo 8/29/67) Councilman Keckley moved to adopt ORDINANCE NO. 1327 AMENDING SECTION 20.105 OF DIVI- SION 2 OF ARTICLE VII OF CHAPTER 20 OF THE CODE OF THE CITY OF REDWOOD CITY RELA- TING TO TOW AWAY ZONES, seconded by Councilman Bury. On question, Police Chief was asked whether those effected by this ordinance pro- hibiting parking on E1 Camino Real in the vicinity of Oak Avenue had been notified of such action. Police Chief advised all concerned had been notified of this State requirement and very anxious to have the construction work started for signali- zation. Motion carried unanimously on roll call vote. Discussion of "Salute to City and County Governments." Mayor Herkner announced Governor's recommendation for a State week (October 8th through October 14th) to highlight the role of City and County governments with suggestions of appropriate programs for its observance, had been referred to the Council for their considera- tion. Discussion held on fact Council had asked for reactivation of citizens and youth participation in government programs and indicated support of program proposed. Councilman Granger moved that Council take action approving Governor's program by adoption of RESOLUTION NO. 5473 SUPPORTING GOVERNOR'S PROGRAM TO HIGHLIGHT ROLE OF CITY AND COUNTY GOVERNMENTS, AND PROCLAIM WEEK OF OCTOBER 8TH THROUGH 14TH AS "SALUTE TO CITY AND COUNTY GOVERNMENTS WEEK" seconded by Councilman Keckley. It was suggested that Staff notify schools to interest youth in this program. Motion carried unanimously on roll call vote. (Memo 8/29/67) Discussion of Updating of Nolte Report. City Manager's report submitted to Council stated a number of cities in San Mateo County have indicated the need for cities individually and the County as a whole, to have an up-to-date indication of traf- fic generation in San Mateo County, whereby the County Board of Supervisors had directed the County Engineer to obtain the views of the cities in the County for bringing up to date the City -County Highway Plan, in effect the Nolte Report of 1962, He stated Staff recommended Council approve updating of this report because of it having served as a basis for County participation in City projects on a priority basis even though the bond issue for which report was made had failed. Updating would result in indicating needs not anticipated in the original report, specifically Redwood Shores, Marine World, Mariner's Island, State and Junior Colleges, etc. He stated original Nolte Report had cost $180,000, City's partici- pating portion of cost having been $7,368, and that County Engineer did not know at this point whether cities would be asked to participate in costs of updating the report. 024 V
