Councilman Rosselli moved to accept Staff recommendation to support County's updating the 1962 Nolte Report, seconded by Councilman Bury and carried. Strategic Consolidation Sewerage Plan. (MINUTE ORDER #67-183) City Manager's report stated Council had previously approved retaining Stone & Youngberg as financial consultants for SCSP and instructed Staff to prepare the necessary agreement. Council was now asked to approve execution of the agreement. He reported original cost estimate of study had been $5,000, but had since been firmed up at not to exceed $7,500 because of an increase in scope of report, the City's participating cost being $3,150,000, with $945 to be recouped by County contribution. (For full text of report, see City Clerk's File - SCSP) He also stated resolution proposed included the authorization for agreements with each of the participating cities as to costs for funding of the study by Stone & Youngberg. Councilman Petersen moved to adopt RESOLUTION NO. 5474 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT WITH STONE & YOUNGBHRG FOR FINANCIAL CONSULTING SERVICES FOR SEWAGE DISPOSAL PLAN, AND FOUR -PARTY AGREEMENT FOR ITS ADMINISTRATION AND SHAR- ING OF COSTS, seconded by Councilman Bury and carried unanimously on roll call vote. Councilman Keckley moved to introduce Ordinance declaring portions of certain streets in the City of Redwood City to be tow -away zones, seconded by Councilman Bury. Staff stated ordinance needed to implement the Central Business District traffic test program which the City is undergoing, and provides for removal of parking with a tow -away provision in areas described as follows: BROADWAY: (a) Southside, Arguello Street to Main Street, no parking 7:00 a.m. to 6:00 p.m., Sundays and holidays excepted, Oct. 1, 1967, through October 28, 1967. (b) Northside, Arguello Street to Walnut Street, no parking 11 a.m. to 6 p.m., Sundays and holidays excepted, Oct. 23, 1967, through November 22, 1967. Ordinance to become effective in thirty days and expiring on December 1, 1967. Council questioned tow -away procedures and tariff proposed. City Manager stated this had been thoroughly discussed at Staff level and a recommendation would be made to Council that since this program had been commenced to ascertain if traffic conditions could be improved in the downtown section of the City, it was to be pro- posed that an area be found in the immediate vicinity on which to store cars viola- ting tow -away conditions so citizens could be notified where to pick up cars, and the tariff or fines so collected be returned to costs of this program to the City. Council also questioned Staff on the possibility this program might adversely affect downtown merchants and what reactions had been received from discussion held with merchants. Police Chief expressed his opinions why this program should be given a trial to see the effects and strongly recommended Council's support. Council also informed of meetings held with merchants in which it had been indicated majority of merchants were interested in the trial program to help expedite traffic flow.
