Councilman Granger suggested postponing Council action on this proposal for one week. Councilman Keckley stated Committee not adverse to con- tinuance suggested but also commented on statements made by City Manager that proposal met all conditions recommended for such a, policy by many governmental agencies, including League of California Cities, besides following State and Federal recommendations and that Redwood City would be the first in the State to meet criteria for neighborhopd park dedication by policy proposed. Councilman Rosselli again commented on the importance of proposal and his motion for its acceptance. Robert J. Costello, Attorney for Leslie Properties, Inc., appeared to answer questions raised concerning proposal in that: delays caused for approval of tentative map for project had been due to requests made for dedication of park land for which no policy had been officially set and thatpolicy now established had been acceptable but if not approved by Council at this meeting, that he would suggest Council.allow tenta- tive map approval be made by Planning Commission at their meeting on the following night, park dedications being ex- cepted therefrom until policy adopted by the Council as fur- ther delays hampered development procedures. City Manager recommended if policy not adopted at this meeting, that Council authorize Staff to follow suggestion made by Mr. Costello to authorize Planning Commission to exempt this section temporarily from Tentative Plan approval by the Commission in order that this subdivision not be delayed further. Councilman Henderson moved to amend motion made to accept report by substituting the work "receive" for the word "accept" accept report carried on roll call vote. no. Motion to Councilmen Granger and Henderson voting Councilman Rosselli requested Resolution be presented and moved to adopt RESOLUTION NO. 5480 APPROVING POLICY FOR NEIGHBORHOOD PARK DEDICATIONS IN GENERAL IMPROVEMENT DISTRICT NO. 1-64 (Exhibit A attached thereto being "Neighborhood Park Dedication Policy" and incorporated into Resolution) seconded by Councilman Bury. Councilman Granger questioned City Attorney on procedure needed to permit the Planning Commission to proceed with consideration of the Tentative Map which had been referred to and except therefrom, temporarily, requirements proposed for dedi- cation of park lands. City Attorney indicated this was a matter under Planning Commission jurisdiction and would not be a normal action of the Council to intercede. Councilmen Bury and Rosselli urged positive action on this proposal at this meeting without further delay because of benefit to the City which would result.
