(2) concerns expressed for costs to City for purchase and _ maintenance of park lands in this District, with a possible detriment to City's park priorities in preference to those proposed in the District. City Manager pointed out that parks in the Shores area are City parks the same as in any other area, and maintenance of all City parks is by City taxes raised from all citizens, with City Council controlling budget funds and proposed expenditures. (3) clarification of basis of cost computation on purchase of land in the District as to fair market value or reclamation costs. Councilman Keckley explained the alternatives stated in the report. Attorney for Leslie Properties advised purchase of land in the District would pre- sumably be on the basis of same formula as is used by City in acquisition of any other land with appraisals and negotiation or condemnation proceedings. (4) concern expressed for overlapping of this policy of park lands with that of school dis- trict parks. City Manager stressed the fact that this policy only involved neighborhood parks and did not involve school districts, community or regional parks. A slide was also shown indicating how "land bank" policy proposed would result in greater park areas by combining small parcels to make a more desirable "open space" available. (5) question concerning indication of a future bond issue and variance in amounts previously mentioned. City Manager stated one amount quoted in his report was in error, as $4,462,000 is the correct figure for park & recreation element for the District. Discussion was held on the need for an additional bond issue to fund park develop- ment and the fact that Leslie as the sole property owner had agreed to vote for such bonds. Councilman Petersen felt questions on this point had been thoroughly clarified. Staff pointed out once more that the proposed park dedication policy referred only to neighborhood parks and in no way affected a Community or Regional park if proposed for the District. Motion to adopt Resolution carried on roll call vote, Councilman Granger and Hen- derson, voting no, Councilmen Bury, Keckley, Petersen, Rosselli & Mayor Herkner voting yes. Request of David Avrech, owner of Dickson Fabric Store, 2610 Broadway, for a Closing - Out Sale Permit, presented for consideration. Staff report stated the owner intends to retire from business and must liquidate his stock. Required fee and deposit has been received; inventory has been submitted and checked.
