416 <br />Councilman Rosselli stated his favoring introduction of ordinance as presented <br />because of public interest shown and because it contained a degree of control for <br />massive earth movements but also contained least amount of liability. Councilman <br />Henderson asked for assurance hillside areas within the City not subject to mas- <br />sive earth movements without some kind of ordinance. City Manager advised he felt <br />this could be adequately controlled without ordinance proposed. <br />Councilman Rosselli moved to introduce Grading Ordinance. Motion lost for lack <br />of a second. Councilman Henderson moved to introduce Grading Ordinance if <br />minimum of earth movement changed from 1,000 cu. yds. to 500 cu. yds. No second <br />received. <br />Councilman Keckley moved to refer ordinance back to Staff for inclusion of a <br />sliding scale for earth movement with proportionate requirements, beginning with <br />300 cu. yds. to 500 cu. yards, and graduating scales thereafter to perhaps 1200 <br />or 1500 cu. yds, with more restrictions applicable, and report made to Council <br />in sixty days, (March 6th) seconded by Councilman Bury. Motion carried on roll <br />call vote, Councilman Bury, Granger, Henderson, Keckley and Mayor Herkner voting <br />yes, Councilman Petersen and Rosselli voting no. (MINUTE ORDER #67-5) <br />Report of Committee to recommend Commission appointment procedures. <br />Councilman Petersen, Chairman, stated Committee submitted following two recom- <br />mendations: 1) Minimum of one month before expiration of terms of Commissioners, <br />Council should be notified; 2) Council be allowed two weeks in which to recommend <br />appointees to Commission, at end of which time recommendations would be ended, <br />allowing Staff sufficient time to submit biographical material and also give time <br />for Council, should it be desired, to interview such prospective candidates by <br />special arrangement. <br />He further advised it had been Committee recommendation that Veterans Memorial <br />Commission be cut from a seven member commission to a five member commission as <br />of the expiration date of the present terms and that only two vacancies be filled <br />at this time. Councilman Rosselli moved to accept recommendation of the Committee <br />regarding the appointment procedure, seconded by Councilman Bury. Councilman <br />Henderson felt interview procedure desirable but should be held within confines <br />of a regular Council meeting and moved to amend the recommendation to provide all <br />candidates be invited to the Council study meeting the week before the voting. <br />Move to amend was not seconded. <br />Councilman Bury moved to amend motion to delete portion of recommendation regarding <br />interviews, seconded by Councilman Keckley and carried on roll call vote, Council- <br />men Keckley, Bury, Granger and Mayor Herkner voting yes, Councilmen Henderson, <br />Petersen and Rosselli voting no.
