L <br />being encouraged by LAFC so there would be some mutual understanding between <br />adjoining cities that they would annex only up to certain boundaries of adjoin- <br />ing cities and not beyond. <br />Planning Director stated to defer actions by a moratorium on such petitions for <br />annexation in these areas, would serve no purpose, as would be considered logical <br />units for annexation; (3) should a moratorium for annexations be definitely <br />established, publicity should be given to study being conducted and progress re- <br />ports submitted periodically so those interested in annexation and experiencing <br />inconvenience would know why delays had been caused and how long lasting. Plann- <br />ing Director assured Council that study of hill areas would be continued whether <br />actual moratorium established or not. <br />Planning Director outlined difficulties concerning subject of "sphere of influ- <br />ence" because of lack of concurrence by neighboring cities, but of the decisions <br />which should be made for an ultimate City Limit boundary line and illustrated on <br />mpa as one example, the specific area desired by San Carlos on which they are <br />making a study now leading up to a specific recommendation. Councilman Rosselli <br />agreed decision on City limit line necessary and asked whether a recommendation <br />would be made by Planning Commission, or if it would be desirable to set a joint <br />meeting with the Planning Commission for further discussion on this subject. <br />Planning Director stated this subject is to be discussed with the Planning <br />Commission but felt because of political aspects involved, Council would have to <br />make decisions and a joint meeting could take place any time after technical <br />studies completed. <br />Councilman Granger asked status of annexations in the Emerald Lake area and <br />policy of County as to issuance of building permits, water service, etc. Planning <br />Director stated no comprehensive development plan available for hillside areas, <br />as the only adopted General Plan of the City was prepared in 1947 and this really <br />only covered half of the City area as it now exists. <br />Councilman Granger expressed concern for this area annexing to adjoining cities <br />if a planning report was too long in preparation. Councilman Henderson discussed <br />sphere of influence indicated by Staff in area of Clifford School and Palomar Park <br />and importance because of political aspects that Staff be given Council support to <br />hold this boundary line. Mayor Herkner suggested Council set a special meeting <br />for Council decisions on "sphere of influence" because of its importance. <br />City Manager reported Redwood City, Woodside and LAFC have requested that decisions <br />be withheld on demarcation lines Westerly in the area of Canada Road until final <br />design for Junipero Serra Freeway and selection of State College site had been <br />determined and pointed out why decisions would be important depending on results <br />of final planning in this area. Mayor Herkner asked that Staff make a recommenda- <br />tion for returning this subject to Council for further discussion and policy <br />decisions. (Memo 3/7/67) <br />489 <br />
