MOORE, City Clerk <br />Minutes of Regular Weekly Study Meeting <br />Redwood City Council <br />March 6, 1967 7:30 P. M. <br />Meeting called to order at 7:30 P. M. by Mayor Herkner. <br />Proposed moratorium on Hill area annexations, and establishment of lines of demar- <br />cation for future expansion of City Limits. <br />City Manager stated Planning Director would make a report on the subject of <br />hillside area moratorium and establishment of lines of demarcation, or "spheres <br />of influence" for the expansion of the City Limits. He also stated he would report <br />on meetings which had been held with Town of Woodside. <br />Planning Director stated because of Council's directive for consideration of a <br />moratorium on hillside areas until problems involved were studied, and after <br />Staff's consideration of possible courses of action, it was concluded that the <br />1 <br />following recommendation be submitted for Council's consideration: <br />iJ <br />(l� annexation petitions not be encouraged for the time being <br />(2 accept and process only those annexation petitions which <br />would constitute logical additions to City to eliminate <br />awkward boundary situations <br />(3) defer action on any annexation petitions which will raise <br />problems before adoption of a General Plan. <br />Planning Director indicated from map areas which were referred to by Staff's <br />recommendations. He furthez' stated Staff's recommendations for Council's con- <br />sideration in opposing a moratorium would be (1) if problems in certain possible <br />annexation areas existed they could be solved just as well within the City limits <br />as without; (2) areas immediately outside City limits technically were so closely <br />associated with Redwood City that failing to annex them would not relieve City of <br />any problems now associated with such areas; (3) exclusion of "island" areas <br />almost completely surrounded by the City were costing the City presently just <br />as much as if in the City limits. i <br />Planning Director recommended, if Council did actually establish a moratorium on <br />all future annexation in the foothill areas it was suggested that a firm policy <br />was needed not only on the moratorium but other important factors: (1) a mora- <br />torium which would be recognized by County on subdivision activities, building <br />permits, etc.; (2) "sphere of influence" should be firmed up by City and adjoin- <br />ing cities for establishing of boundary lines, most already having reported their <br />policies to LAFC or now in the process of doing so.
