498 <br />After further discussion on amount of bond, it was suggested by City Attorney <br />that bond required could be set in a manner which would reduce amount in set <br />steps as installation progressed. <br />Paul Kelly, of Redwood City CATV, Inc. asked this matter <br />be continued for two weeks as had been suggested, in view <br />of discussion, but also assured Council his Company could <br />get performance bond in any amount specified. <br />City Manager stated he would also discuss terms proposed with applicants before <br />reporting back to Council. Motion carried on roll call vote. (MINUTE ORDER <br />#67-41) <br />Councilman Henderson asked that Staff be asked to give a report on the total <br />franchise picture, in order that suggestions made by Council would be at hand, <br />plus franchise conditions as outlined. <br />Councilman Keckley moved to delay action on granting of franchise for two weeks, <br />to allow preparation of document with conditions to be submitted to Council, and <br />to limit applicants to a ten-minute period to make their final presentation to <br />Council concerning their proposal, seconded by Councilman Granger and carried <br />on roll call vote, Councilmen Bury, Granger, Henderson, Keckley and Mayor Herkner <br />voting yes, Councilmen Petersen and Rosselli voting no. MINUTE ORDER #67-42) <br />Amendments to the Sign Ordinance, March 20th) <br />Councilman Keckley, as Chairman of the Sign Ordinance, stated proposed amendments <br />had been submitted to Council relating to general changes together with separate <br />recommendation of Committee concerning political signs, all of which resulted <br />from numerous meetings of the Committee with representatives of private industry <br />closely connected with this subject. City Attorney reviewed analysis made by <br />his office of political sign regulations from a survey of neighboring cities; none <br />of the cities prohibiting political signs per se, and that Redwood City's pre- <br />sent Sign Ordinance would appear to be average, even more restrictive than most. <br />Councilman Keckley moved that recommendation number 3 on the Committee report <br />concerning political signs be included in City's Sign Ordinance as follows, <br />seconded by Councilman Henderson: <br />"Amend the ordinance to (a) Permit 80 square feet of sign <br />area per parcel (aggregate area of all signs) (b) Limit <br />individual signs to 16 square feet per person or event <br />per parcel; (c) Limit each candidate or event to 64 square <br />feet aggregate area for all signs. <br />After further discussion and questioning of controls and restrictions on <br />political signs, motion carried on roll call vote, Councilmen Bury, Henderson, <br />Keckley, Petersen and Rosselli voting yes, Councilmen Granger and Mayor Herkner <br />voting no. (MINUTE ORDER #67-43) <br />Associate Building Inspector reviewed other proposed amendments to Sign Ordinance, <br />stating main intent of amendments was to simplify Ordinance as to enforcement and <br />interpretation and explained chart which had been submitted to Council comparing <br />existing and proposed changes. Councilman Henderson questioned points of enforce- <br />ment and was advised of the two existing problems confronting Building Department <br />program to be set up to correct non -conforming signs by July 1968, and need of <br />additional personnel to properly enforce ordinance. <br />
