494 <br />Councilman Bury questioned if signs such as the Circle Star Theatre would <br />be allowed in Redwood City, and other signs of this nature which might be requested <br />in the future. City Manager advised Motor City might be requested in the future. <br />City Manager advised Motor City evidently aware of City's Sign Ordinance as no pro- <br />blem envidenced to this point. He further advised because of City's Sign Ordinance _ <br />not providing for a variance procedure it was possible there would be a problem <br />presented when requests made for Redwood Shores and Marine World signs. Councilman <br />Petersen reviewed attempts of Committee to simplify sign ordinance and to correct <br />situations in areas where it was felt changes needed and urged Council's approval. <br />City Attorney stated amendment concerning political signs would be inserted in <br />the Sign Ordinance if adopted with other changes proposed. <br />Councilman Henderson moved to introduce Ordinance amending Sections 3.62, 3.84, <br />3.89, 3.94, 3.99, 3.100, 3.101, 3.102, 3.104, 3.io6, 3.109, 3.1215 3.122, 3.124, <br />3.126, 3.130 and 3.137 of, repealing Sections 3.125, 3.125.1, and Division 7 <br />(commencing at Sec. 3.140) of Article II of Chapter 3 of, and adding Division <br />7 (commencing at Sec. 3.140) to Article II of Chapter 3 of, the Code of the <br />City of Redwood City relating to the placement and maintenance of signs in <br />the City of Redwood City, seconded by Councilman Bury. <br />Mr. Charles Olivia, representing Challenge Development <br />Company, urged Council consider a condition in the <br />Sign Ordinance to cover appeals or at least architec- <br />tural approval. He advised their Company now faced with <br />a situation concerning their request for a sign and not <br />able to appeal points of dispute. <br />City Attorney advised of provision in the ordinance which would apply to <br />appeal procedure if sign in dispute as to ambiguity or uncertainty of inter- <br />pretation but no provision for granting of a variance. <br />Mr. Olivia, urged Council consider addition of a <br />variance provision in the Sign Ordinance. <br />Councilman Keckley questioned whether point of variance had been considered <br />by the Sign Committee and was advised an answer to this subject not available at <br />this time. Councilman Rosselli felt Sign Ordinance always under review for possible <br />upgrading and felt this subject could be reviewed by the Committee for a <br />recommendation. Motion to introduce Ordinance carried unanimously on roll call <br />vote. <br />Mayor Herkner called a 10 -minute recess at 10:05 p.m. <br />Councilman Granger moved to adopt RESOLUTION NO. 5301 INITIATING PROCEEDINGS TO <br />AMEND SECTION 31.7 OF ORDINANCE NO. 1130 RELATING TO EXCAVATIONS, seconded by <br />Councilman Rosselli. <br />City Manager advised this action would initiate proceedings through the Planning <br />Commission by public hearing to amend the Zoning Ordinance as proposed for con- <br />trol of grading and excavation. Motion carried on roll call vote. <br />Councilman Rosselli moved to introduce Ordinance amending Sections 30.15 and 30.16 <br />of Chapter 30 of the Code of the City of Redwood City relating to excavations, <br />seconded by Councilman Granger.
