Mr. Daseking advised of the research which had been <br />made of the library facilities in order to locate <br />the rest rooms and explained from illustrated chart <br />how their study of work areas and traffic circulation <br />patterns had indicated relocation would allow room <br />for rest rooms and 1 janitorial room by each side of <br />a new entrance arrangement. He indicated rearrange- <br />ment proposed would correct problems now existing in <br />library operations in this main lobby area, besides <br />allowing for extra space not available now. <br />He detailed the extra costs involved necessitated by <br />new floor covering, lighting fixtures, revision of <br />present art book collection cases to relieve a hazar- <br />dous condition, etc. <br />Councilman Rosselli expressed his concern for expenditure of amount of funds <br />proposed for this project, even though admittedly a facility is badly <br />needed by the Library, in view of Council's recent approving of a civic <br />center plan on present site which might result in Library being removed <br />from its present location., <br />City Librarian advised this point had been considered <br />by the Library Board and while they had favored project, <br />they also were concerned with future plans for present <br />library, although held hopes main library would be <br />planned with other buildings in the new civic center <br />concept. <br />City Manager advised it would be well to keep in mind that these public <br />facilities had never been provided in the Library; that civic center <br />concept is perhaps four years or longer away in its finalization, with <br />any new library planning not decided; proposed project As now presented <br />also includes many improvements to main work areas of Library making a <br />more effective use of interior space during interim period. <br />He advised it would be his recommendation under the circumstances that <br />Council authorize proceeding with this project. Councilman Henderson in- <br />dicated her feeling that Council committed to principle of improvements <br />when funds are available and felt report as presented proved justification <br />for proceeding because these public facilities are needed and rearrange- <br />ments proposed would further increase better working conditions, indicating <br />a good investment of taxpayers money for taxpayers' use. <br />Councilman Henderson moved to accept the feasibility plan and authorize <br />the City Manager to negotiate a contract with the Architects for prepara- <br />tion of working drawings and specifications, seconded by Councilman Granger. <br />Councilman Rosselli again expressed his concern this cost might not be justified <br />if building is not to be retained in civic center concept. <br />Bill Rhodes, 82 Wheeler, urged Council's approval <br />for installation of these needed public facilities <br />in the library as soon as possible, regardless of <br />what ultimate outcome might be for the use of the <br />Library building. <br />Fred Gates, 3871 Vineyard Dr., stated same considera- <br />tion would apply as given City Manager's office im- <br />provements. <br />Motion carried on roll call vote, Councilman Keekley being noted absent. <br />(MINUTE ORDER y'#68-64) <br />"11,68 <br />440 <br />Mr. Daseking advised of the research which had been <br />made of the library facilities in order to locate <br />the rest rooms and explained from illustrated chart <br />how their study of work areas and traffic circulation <br />patterns had indicated relocation would allow room <br />for rest rooms and 1 janitorial room by each side of <br />a new entrance arrangement.
