Councilman Henderson also questioned an item of $3.65 on Councilman Rosselli's <br />expense voucher submitted with the accounts payable for approval at this time, <br />as both lacking signature of the Auditor and lacking substantiating receipts. <br />Councilman Henderson moved that payment be approved on this particular expense <br />claim for items substantiated only. Motion lost for lack of a second. Auditor - <br />Accountant advised the one claim referred to had been signed by him after the <br />photostat copy made for Council reference. Councilman Rosselli stressed fact <br />that each claim submitted had been substantiated by a receipt, even though <br />zerox copies were not made for each Council member. <br />Mayor Herkner pointed out that total of Councilman Rosselli's claim being under <br />$10.00, no substantiating receipts for expenditure are required. Councilman <br />Henderson referred to incidental item of expense which Councilman Rosselli <br />detailed as alcoholic beverages in the amount of $3.65 and which she felt was <br />not a legitimate expense of City. <br />Councilman Bury expressed his disapproval of this type of discussion in public <br />meeting whereas the question could have been asked directly to the Councilman <br />individually as felt integrity and character image of City being damaged by <br />this type of public discussion. Councilman Bury moved that this claim be <br />held for further review and a review of the adequacy of guidelines, seconded <br />by Councilman Henderson. <br />Councilman Petersen voiced his dismay at unfortunate publicity certain to <br />follow this discussion. Motion to approve payment of claims, with exception <br />of the one specific expense claim of Councilman Rosselli which is to be held <br />for further review, carried on roll call vote, Councilmen Bury, Henderson, <br />Rosselli and Mayor Herkner voting yes, Councilmen Granger and Petersen voting <br />no, Councilman Keckley being noted absent. (MINUTE ORDER #68-70) <br />COMMUNICATIONS: <br />Edward Rehanek, 2429 Ohio Street, urging Council's support <br />of Senate Bill 231 which would extend BCDC's authority <br />beyond January 8, 1969, to control permits for Bay filling <br />and dredging (copy submitted to Council). <br />It was noted this legislation was being considered by the Legislative Committee. <br />Mayor Herkner asked that record indicate a report prepared by him had been sub- <br />mitted to all Council members relating to the South County Garbage and Refuse <br />Disposal District, dated March 7, 1968, and that a substitute page for this <br />report had also been submitted to Council as of this date, and would be dis- <br />cussed at a later meeting. <br />Councilman Petersen advised that he was submitting the name of Richard McIntosh, <br />a present member of the Veterans Memorial Commission, as a nominee for the <br />Personnel Board.
