Councilman Henderson also questioned an item of $3.65 on Councilman Rosselli's expense voucher submitted with the accounts payable for approval at this time, as both lacking signature of the Auditor and lacking substantiating receipts. Councilman Henderson moved that payment be approved on this particular expense claim for items substantiated only. Motion lost for lack of a second. Auditor - Accountant advised the one claim referred to had been signed by him after the photostat copy made for Council reference. Councilman Rosselli stressed fact that each claim submitted had been substantiated by a receipt, even though zerox copies were not made for each Council member. Mayor Herkner pointed out that total of Councilman Rosselli's claim being under $10.00, no substantiating receipts for expenditure are required. Councilman Henderson referred to incidental item of expense which Councilman Rosselli detailed as alcoholic beverages in the amount of $3.65 and which she felt was not a legitimate expense of City. Councilman Bury expressed his disapproval of this type of discussion in public meeting whereas the question could have been asked directly to the Councilman individually as felt integrity and character image of City being damaged by this type of public discussion. Councilman Bury moved that this claim be held for further review and a review of the adequacy of guidelines, seconded by Councilman Henderson. Councilman Petersen voiced his dismay at unfortunate publicity certain to follow this discussion. Motion to approve payment of claims, with exception of the one specific expense claim of Councilman Rosselli which is to be held for further review, carried on roll call vote, Councilmen Bury, Henderson, Rosselli and Mayor Herkner voting yes, Councilmen Granger and Petersen voting no, Councilman Keckley being noted absent. (MINUTE ORDER #68-70) COMMUNICATIONS: Edward Rehanek, 2429 Ohio Street, urging Council's support of Senate Bill 231 which would extend BCDC's authority beyond January 8, 1969, to control permits for Bay filling and dredging (copy submitted to Council). It was noted this legislation was being considered by the Legislative Committee. Mayor Herkner asked that record indicate a report prepared by him had been sub- mitted to all Council members relating to the South County Garbage and Refuse Disposal District, dated March 7, 1968, and that a substitute page for this report had also been submitted to Council as of this date, and would be dis- cussed at a later meeting. Councilman Petersen advised that he was submitting the name of Richard McIntosh, a present member of the Veterans Memorial Commission, as a nominee for the Personnel Board.
