(MINUTE ORDER #68-73) <br />Mayor Herkner called a 10 -minute recess at 9:50 p.m. <br />Councilman Bury moved to adopt RESOLUTION NO. 5638 ESTABLISHING PARKING METER ZONES <br />IN PUBLICLY CONTROLLED PARKING LOTS, PROPOSING RATES AND TIME SCHEDULES THEREIN <br />AND SETTING PUBLIC HEARING ON SAID RATES (sets public hearing for April 1, 1968] <br />seconded by Councilman Rosselli. <br />Staff report stated as the needs for downtown parking gradually changed over the <br />past few years, meter timing in the off-street parking lots had been changed <br />in an attempt to adjust to the needs of the public, and proposed Resolution <br />will up -date the original times zones to conform with present usage. City Clerk <br />further advised requests and recommendation from Chamber of Commerce to Parking <br />District Committee had resulted in changes being made in time zones after <br />inventories taken of usage in order to establish whether change is beneficial. <br />Councilman Bury, Chairman of Parking District Committee, advised Committee <br />recommended action proposed to formalize present usage. Motion carried on roll <br />call vote. <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5639 APPROVING PLANS AND SPECIFICA- <br />TIONS FOR LANDSCAPE IMPROVEMENTS FOR MARINE WORLD PARKWAY - SECTION 1 FOR REDWOOD <br />CITY GENERAL IMPROVEMENT DISTRICT NO. 1-64; AND AUTHORIZING CITY CLERK TO CALL <br />FOR BIDS THEREFOR, seconded by Councilman Keckley. <br />City Manager reviewed his report as submitted to Council, advising plans for <br />the landscaping proposed had been prepared by DMJM and reviewed and approved <br />by Park and Recreation Commission and Staff; estimate of costs for this first <br />landscaping section, extending from Ralston Avenue Interchange to Bridgeway <br />Parkway, a distance of approximately 3000 lineal feet being $120,530.00, funds <br />for which are available in the Streets and Highways Bond funds of GID 1-64. He <br />further reported since this section of Marine World Parkway would serve as the <br />entrance way to Redwood Peninsula, an all out effort had been made to provide <br />for optimum in landscaping, with a minimum requirement for maintenance; creation <br />of "focal points" by use of specimen size plantings, mounding, decorative walls, <br />benches and special illumination, and also including construction of first of <br />walkways systems which will eventually tie to pedestrian pathways in the peri- <br />meter dikes. <br />He further reported in an effort to reduce maintenance cost to a minimum, the <br />irtigation system would be fully automatic and a special subdrain system installed; <br />successful bidder being required to maintain all plantings for 120 calendar days <br />after completion and approval of work. He concluded with statement that Staff <br />felt this initial landscaping effort would establish new standards in the area <br />of public open space landscaping and truly provide a gateway to the Redwood <br />Shores project.
