45.J <br />Melvin Kerwin, Attorney representing Elks Club, and <br />golf course management company, reviewed how the road, <br />as proposed, would vitally affect the Elks Club property <br />with specific details as to golf course, family recrea- <br />tional areas, being adversely affected by proposed road- <br />way and not thought to be in the best public interest <br />because of loss of open space. He reviewed from illus- <br />trated chart alternate routes which might be possible, <br />particularly stressing a blockade in effect on Edgecliff <br />Road which could be removed and road extended. <br />City Manager advised this road barricaded because it was a private road <br />and also outside the City Limits. <br />Mr. Kerwin also stated it was felt an extra roadway <br />was unnecessary for the junior college under con- <br />struction or the future State College because of the <br />new freeway proposed in the area and no concern had <br />been expressed by either college. He also questioned <br />legality of plan line procedures, and further urged <br />this matter being continued for Council's further <br />review of this proposal or these proceedings should <br />be terminated for best interests of the City. <br />Planning Director advised alternate routes had been reviewed and made a short <br />briefing from an illustrated chart of those considered, but stressed fact <br />if State College, Junior College or other public developments not interested <br />in or desiring additional access roads for through traffic flows to these <br />points, then a misunderstanding existed as this had been the reason for un- <br />dertaking the study of plan lines in this instance. <br />Councilman Petersen disapproved of additional roads being proposed in this <br />area to create further funneling of traffic through this residential area <br />and possible loss of open space. Councilman Henderson reviewed requests <br />which had been made by the State College in selection of the site in <br />Redwood City and of the Council's reply which did not indicate need for <br />Additional access roads in this area,:but did outline future widening of <br />Woodside Road and the Junipero Serra Freway as traffic routes. Councilman <br />Rosselli also disapproved of providing secondary cross roads for college <br />traffic when main expanded thoroughfares will be available. <br />Bill Rhodes, 82 Wheeler, urged plan lines not be <br />considered further and proceedings be terminated <br />as not being in best interests of City. <br />Councilman Bury indicated his reasons for also disapproving what he deemed <br />to be a compounding of traffic problems from colleges if plan lines established <br />and urged termination of proceedings. <br />Fred Gates, 3871 Vineyard, questioned participation <br />costs which might be involved should access be now <br />given to those not originally participating in costs <br />of Farm Hill Blvd, extension, should these plan lines <br />now give such access. <br />Councilman Rosselli moved to close the public hearing, seconded by Council- <br />man Petersen, and thereafter withdrawn to permit further discussion. <br />David Morrison, 1050 Wilmington Way, protested further <br />consideration of proposed plan lines as felt freeways <br />could handle traffic from college sites. <br />Motion to close public hearing carried on motion again being made by Council- <br />man Rosselli, seconded by Councilman Petersen.
