would be resented by future tenants desiring privacy afforded by a cul-de-sac. <br />Raymond Champion, 1488 Valota Road protested as a tax- <br />payer against City participating in costs of additional <br />parking. <br />Councilman Petersen disapproved any consideration for sharing of costs on <br />additional parking expenses because of the fact this was a planned development <br />procedure which.included other plus factors in its development and extra park- <br />ing would fill needs of future tenants in this development. <br />Mrs. Artie Morgan, 34 Center Street, protested Council <br />approving any tax monies to pay for additional parking <br />spaces in this development. <br />Mr. Leps felt point was overlooked that on -street park- <br />ing was provided for two cars between every two drive- <br />ways and felt observation of existing development would <br />prove parking spaces adequate as few cars are in evidence <br />for on -street parking. He again protested costs involved <br />for providing the extra parking spaces being recommended <br />by the Planning Commission as felt developers were being <br />penalized as benefit only would be 50% to their develop- <br />ment. <br />Councilman Petersen moved to adopt RESOLUTION NO. 5637 GRANTING EXCEPTIONS <br />TO CERTAIN PROVISIONS OF CHAPTER 30 OF THE CODE OF THE CITY OF REDWOOD CITY, <br />BEING THE SUBDIVISION REGULATIONS OF THE CITY OF REDWOOD CITY -LEO DEVELOPMENT <br />COMPANY, as seconded by Councilman Keckley. <br />Acting City Attorney advised resolution as being adopted would require land <br />be dedicated and improved according to Condition No. 3 referring to Alternate <br />C, for additional on -street parking as discussed. Motion carried on roll call <br />vote, Mayor Herkner voting no. <br />PUBLIC HEARING, on the adoption of OFFICIAL PLAN LINES for Eden Bower Lane, from <br />Farm Hill Boulevard to Wilmington Way, as recommended by the Planning Com- <br />mission declared open and affidavits of publication and mailing ordered filed. <br />Report of the Planning Commission was read indicating number of hearings <br />given to consideration of these proposed plan lines and of the action taken <br />whereby Commission had recommended their adoption to the Council by a vote <br />of 4 to 1, with one Commissioner abstaining and one being absent. Staff <br />report read in which it was stated Planning Commission had directed Staff to <br />institute proceedings leading to the establishment of plan lines for extension <br />of Eden Bower Lane between Farm Hill Boulevard and Wilmington Way and align- <br />ment plans had subsequently been prepared for this connection which touches on <br />lands owned by Challenge Developments, Inc., Mount Alverno College, B.P.O. <br />Elks, and City property. <br />Reasons why this connecting road proposed for circulation of traffic generated <br />by a future high school, junior college under construction, prospective <br />ecclesiastical college, future state college, proposed retail shopping center, <br />and proposed single-family residential and garden apartment development were <br />outlined; finds that proposed location for this ennnection the only feasible <br />location from topographical considerations, and only alignment that would not <br />sever either the Canada College site, Mount Alverno College site, or the Elks <br />Club site. <br />45 1 <br />MI8 -68 <br />
