REPORT OF BID OPENING; Exterior waterways y#2, GID 1-64. The following bids were received: A & B Totals Hy Hydraulic Dredging Co. $277,490.00 Bragato Paving Co. 308,490.00 Utah Construction Co. 366,650.00 R. A. Wattson Co. 492,200.00 Engineer's Estimate A & B - $378,762.50 Staff and District Engineers, DMJM, recommended bid be awarded to the low bidder, Hydraulic Dredging Company, in the amount of $277,490.00. City Manager's report submitted to Council stated contract would provide for dredging of Belmont Waterway from the terminus of the Dredge "A" work Bayward, a distance of approximately 9700 feet; work when completed resulting in a channel 80 feet wide at the bottom, with a depth of 8 feet below Mean Lower Low (a minimum of approximately 8 feet of water under any tidal conditions), etc. Councilman Rosselli moved to adopt RESOLUTION NO. 5643 AWARDING CONTRACT FOR RECLAMATION AND DRAINAGE PROJECT, DREDGE EXTERIOR WATERWAYS -2, FOR REDWOOD CITY GENERAL IMPROVEMENT DISTRICT NO. 1-64; AUTHORIZING EXECUTION OF CONTRACT FOR SAID WORK; AND, DIRECTING RETURN OF SECURITY DEPOSIT, seconded by Councilman Keckley. On question, Councilman Henderson questioned whether area for this proposed work was outside the District limits and was advised by Acting City Attorney portion of area both within and outside of the District. City Manager pointed out how extremely favorable the bid received had been in comparison to Engineer's esti- mate of cost of work to be done. Motion carried on roll call vote, Councilman Henderson voting no. Legislative Committee Report. Councilman Rosselli, Chairman of Committee, reviewed briefly Committee's report as submitted to Council for study on following leg- islation which had been submitted to Committee for report and recommendation (for full text of report see City Clerk's file, Legislative) 1. Workmens' Compensation - Heart Trouble SB 184 - Committee recommendation to oppose because of consensus of Committee that such legislation would be better covered as a part of an insurance package, or disability provisions being made rather than piece- meal legislation. 2. Brown Act - Advisory Bodies AB 202 - Committee recommendation that no position be taken on this bill at the present time as Committe concluded thorough study should be given to ramifica- tions. 3. Preemption - AB 114 - Committee recommendation to oppose. 4. Eminent Domain - Recoverable Costs 5. Statute of Limitations AH 73 - Committee recommendation tooppose 6. Buy California Act AB 173 - Committee recommendation that this bill be investigated further in order to determine its worka- bility and overall effect. 7.
