Bay Fill - SB 231 concerning controls on bay fill and <br />dredging continued subject to receipt of further inform- <br />ation thereon. <br />Councilman Rosselli advised Committee had also considered a number of Assembly <br />bills relating to workmens' compensation and allied matters which Committee <br />recommended be referred to the Chamber of Commerce for consideration inasmuch <br />as they related primarily to private, commercial matters. It was also the <br />Committee's recommendation that copies of their Legislative Reports be trans- <br />mitted to the Chamber of Commerce in view of fact that matters stated therein <br />are frequently of general concern. <br />Councilman Bury moved to accept report and recommendations of the Legislative <br />Committee as presented, seconded by Councilman Keckley and carried. <br />(MINUTE ORDER #68-74) <br />Presentation of recommended "Sphere of Infulence" for City of Redwood City. <br />I City Manager's report to Council of March 7, 1968, advised of the Local <br />Agency Formation Commission (LAFC) having set a hearing for consideration of <br />the boundary between the City of Redwood City and City of San Carlos for March <br />27th, with request that a map and a written statement outlining the Sphere <br />of Influence for the City of Redwood City be filed with their Commission at <br />that time. City Manager asked that Council permit presentation by Staff of <br />series of slides in order areas of apparent disagreement between Redwood City <br />and San Carlos on this issue might be explained before Council's decision <br />requested. He advised other boundaries of City presented no serious problems <br />which could not be resolved or already resolved with Atherton, Woodside and <br />Menlo Park, but that no change had been made in differences between San Carlos <br />and Redwood City concerning area connected with Palomar Park, Eaton Avenue, <br />Clifford School, since first discussed by Council and problems foreseen by <br />Staff in this area should be discussed further. <br />Planning Director reviewed points submitted by Planning Staff to Planning <br />Commission including area in dispute of Clifford School, Palomar Park, and <br />a section of the San Francisco watershed lands adjoining the State College <br />site and extending down toward Canada Road. Other maps were shown indicating <br />boundary of the Redwood City Elementary School District and of the Postal Zones <br />for the City, all indicating this area of Palomar Park to be in Redwood City <br />designated zones. He advised this area had been indicated to LAFC by City of <br />San Carlos as being in their sphere of influence, including Clifford elementary <br />school, and balance of a low-density residential development, review given of <br />sewer and water facilities interlocking of special districts in the area, both <br />inside and outside the City. He advised the following possible alternative <br />for a sphere of influence in this area could include the following because of <br />circumstances presented: <br />1. Include all of Palomar Neighborhood. <br />2. Include that portion of Palomar Neighborhood up to a line <br />connecting Cordilleras Road with Clifford School, including <br />the Clifford School site. <br />
