3. Include only that portion of Palomar Neighborhood which <br />is already in Redwood City. <br />4. Include none of Palomar Neighborhood, and proceed to <br />de -annex that portion of Palomar Neighborhood that <br />is now in Redwood City. <br />He advised that Planning Commission had recommended that the entire Palomar <br />Park neighborhood be considered within City's sphere of influence. In reply <br />to questioning whether present proposed sphere of influence had been discussed <br />with San Carlos, City Manager advised there had been little communication since <br />matter discussed some three years ago when Council had looked with disfavor on <br />line of demarcation then proposed. <br />Discussed held concerning potential problems in this area as to development <br />and providing utilities, and whether this outweighed fact portion of area <br />already annexed to our City, or whether to accept recommendation of Planning <br />Commission to consider whole of area in City's sphere of influence. City <br />Manager advised of procedures expected at the LAFC hearing which would take <br />City's recommendation under advisement along with that of San Carlos for a <br />thorough review of all circumstances. He also mentioned the fact that should <br />this area be included by the LAFC in City's sphere of influence it would still <br />take an annexation election for Palomar Park to be annexed. <br />He reviewed reasons why setting long range plans for potential inclusion of <br />this area would be necessary for Engineering and Planning Departments projections <br />of utility and zoning matters, and noted including whole of this area would <br />save duplication of two municipal bodies servicing portions of the area. <br />Discussion was also held by Council members concerning possibility of being <br />able to meet with the Council of San Carlos before the 27th to discuss this <br />area and settle differences, or possibility of a poll being taken of the <br />residents themselves to ascertain their preferences on matter of which City's <br />sphere of influence was preferred. City Manager advised LAFC would no doubt <br />notify property owners in oder that appearances could be made during the <br />hearings to be held on this subject, and felt LAFC might possibly even request <br />a meeting of the two Councils before hearings concluded. <br />After further discussion, Councilman Henderson moved to accept recommendation <br />of Planning Commission and to adopt RESOLUTION NO. 5644 DEFINING AND ESTABLISHING <br />A "SPHERE OF INFLUENCE" FOR THE CITY OF REDWOOD CITY, seconded by Councilman <br />Bury and carried on roll call vote, Councilmen Bury, Henderson, Rosselli and <br />Mayor Herkner voting yes, Councilman Keckley and Petersen voting no, Councilman <br />Granger abstaining because of not having sufficient information on the subject. <br />Hoover Swim Pool rates and administration costs. <br />Councilman Petersen advised he had requested information concerning City's swim- <br />ming pool rates for discussion with the idea that the rate of .20¢ might be re- <br />duced to .10¢ so more children could swim more often. <br />Discussion held concerning lowering of rates and possible lowering of bus rates <br />to the pool.
