Mayor Herkner asked that both communications be referred to Staff for checking
(Memo 3/26/68)
There being no further communications or oral protest, Councilman Petersen
moved to close the public hearing, seconded by Councilman Keckley and carried.
Councilman Keckley moved to adopt RESOLUTION NO. 5646 ORDERING STREET SUPERIN-
TENDENT TO ABATE WEEDS, DIRT, RUBBISH AND RANK GROWTHS, seconded by Council-
man Petersen. Councilman Rosselli expressed his concern with cost of this
year's weed abatement program, if contract awarded, but also the fact he felt
disking would not allow for weed abatement on small lots, only large areas.
Councilman Henderson stated that program a necessary safety service to the
community, as strongly stressed by the Fire Chief, but also pointed out this
particular phase for the cleaniness and aesthetics of the City had been one
of the recommendations made by the Centennial Committee. Councilman Petersen
commented on fact spraying program of prior years seemed to be acting as a
deterrent to the re -appearance of weeds.
Director of Public Works advised the program this year provided for disking
on lots exceeding 5,000 sq. ft., but that lots less than this size could be
sprayed or disked at option of his Department. He also stated cost of program
would be less than estimated as some property owners performed their own
work.
In reply to Councilman Granger's questions concerning records to be kept of
weed abatement on each lot, Director of Public Works advised of the inspection
and records to be made by his Department.
Councilman Keckley indicated his awareness of the cost of the program pro-
posed for this year, but also fact that when spraying previously performed
had not resulted in a good program, the combination of both spraying and
disking seemed logical, and approved recommendation being made for this year's
program.
Motion carried on roll call vote, Councilman Rosselli voting no, Councilman
Bury being noted absent.
Staff reported that only one bid had been received for this weed abatement
program, C. J. Simms Company for $32,650.55, and that bid should be either
awarded or rejected at this time.
Councilman Keckley moved to adopt RESOLUTION NO. 5647 AWARDING CONTRACT IN
CONNECTION WITH THE WEED ERADICATION PROGRAM IN THE CITY OF REDWOOD CITY,
seconded by Councilman Petersen. In reply to questions as to cost of program,
City Manager advised cost of program was not included in tax rate, and the
charges would only be a lien against an individual property if work not per- —..
formed by the property owner. He reviewed the notices which had been sent
i
to property owners this year advising of the estimated costs involved for
abating their property and of the number of responses which had been received,
all indicative of a good public relations effort on the part of the City, He
advised procedure as approved would allow the program to commence by the 29th
of March.
0 25'65
