480
REPORT OF BID OPENING, Marine World Parkway, Section I, Landscape Improvement Project,
GID 1-64. The following bids were received:
Valley Crest Landscape,
A. & J. Shooter, Inc.
Batista Landscape
Huettig & Schromm, Inc.
Munkdale Bros.
Watkins & Sibbold
Coeleshaw Sprinkler Co.
Inc. $136,273.51
137,075.30
138,389.00
140,822.70
150,357.10
152,902.45
176,788.00
Engineer's Estimate $128,320.75
City Manager stated Staff and Consultants, DMJM, recommended that the bid for
this project be awarded to low bidder, Valley Crest Landscape, Inc., including
all the alternate bid items, which would reduce the total bid by this company
to $128,231.70, and within the Engineer's estimate.
Councilman Rosselli moved to adopt RESOLUTION NO. 5659 AWARDING CONTRACT
FOR LANDSCAPE IMPROVEMENTS ALONG SECTION I OF MARINE WORLD PARKWAY, REDWOOD
CITY GENERAL IMPROVEMENT DISTRICT NO. 1-64; AUTHORIZING EXECUTION OF CONTRACT
FOR SAID WORK; AND, DIRECTING RETURN OF SECURITY DEPOSIT, seconded by Council-
man Petersen.
Mayor Herkner questioned whether costs of maintenance for this landscaping
when completed are included in the contract, and if costs for maintenance by
the City had been considered instead. City Manager advised this specific
item had been a part of the specifications to bidders and would be included in
the contract, Valley Crest Landscaping listing maintenance costs at $4,398
for 120 days, next lower bidders, A. & J. Shooter, Inc., bidding $5,687, and
Batista Landscape Company bidding $7,500 on this specific item for the same
120 days.
In reply to questioning whether it would have been possible for the City Staff
to maintain these improvements, City Manager advised this specific item was a
part of the bid documents, and it was the opinion of City Staff that mainten-
ance by the contractor would more fully guarantee the quality of the workman-
ship than if maintained by the City, and most certainly not leaving any ques-
tion as to responsibility should there be any planting failures due to faulty
material.
In reply to questioning, City Manager advised Engineer's estimate on this
maintenance item had been $8,000. Councilman Rosselli felt lack of manpower
in the Park Department would prevent City undertaking maintenance of these
improvements at the initial stage since completion was urgent and an important
aspect for opening of the Marine World and Redwood Shores. He concurred with
City Manager's recommendation that contractor be made responsible for main-
tenance during this early period of the improvements. City Manager again
reviewed the planning and maintenance which had been provided to insure mini-
mum upkeep when City Staff takes over the maintenance of these improvements.
Councilman Bury questioned whether qualifications and experience of low
bidder had been checked by Staff, and was assured by City Manager this
had been done to the satisfaction of Staff and DMJM.
0 a
