Minutes of Regular Meeting <br />Redwood City Council <br />April 8, 1968 7:30 P.M. <br />Pledge of Allegiance was led by Councilman Petersen. <br />Invocation led by Reverend John B. Haverland, St. Peter's Episcopal Church. <br />ON ROLL CALL the following were noted present: Councilmen Robert H. Bury, Floyd <br />D. Granger, Mary W. Henderson, Herbert G. Petersen, John S. Rosselli, Mayor <br />Sidney D. Herkner, and City Clerk Helen C. Moore. Councilman Paul C. Keckley <br />was noted absent. Also present were City Manager Howard C. Ullrich, Acting <br />City Attorney David E. Schricker, Assistant City Manager Henry V. Burget, <br />Deputy Police Chief Theodore Moudakas, Fire Chief J. L. Lodi, Planning Director <br />Ken Schroeter, Director of Public Works J. Louis Scherer, Auditor -Accountant <br />Jack Ference, Chief Building Official Charles Gyselbrecht, Park Superintendent <br />Pasco Balzarini, and Deputy City Clerk Marian McCrindle. <br />Councilman Granger moved to approve Minutes of Regular Meeting of April 1, 1968, as <br />mailed, seconded by Councilman Bury and carried. <br />PUBLIC HEARING, Abatement of Public Nuisance at 628 Hopkins Avenue, declared open <br />and affidavits of posting and mailing ordered filed. Chief Building Official <br />was duly sworn in by City Clerk before presenting his testimony. Written <br />evidence to substantiate his oral testimony was submitted, including the fol- <br />lowing complete documentation of records which had been compiled as the basis <br />for his recommendation that this dilapidated building be removed from this <br />site; photographs submitted in evidence, report notations of complaints received <br />from neighbors regarding fire hazard because of overgrowth of weeds and be- <br />cause of children being able to enter the premises; inspections by Housing In- <br />spection Group revealing non -conformity of electrical, plumbing and building <br />standards in many specific instances, and all resulting in his recommendation <br />that building be demolished in absence of response from the owners, Mr. and <br />Mrs. Alexander Jama indicating their willingness to correct the structure <br />for Code compliance (See City Clerk's File - Abatement for full text) <br />Councilman Bury suggested PGE be instructed to disconnect the electricity <br />at the pole line to these premises to further insure that fire hazards not <br />be caused by this source. There being no communications or oral protest, <br />Councilman Rosselli moved to close the public hearing, seconded by Councilman <br />Granger and carried. <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5658 DECLARING STRUCTURE <br />LOCATED AT 628 HOPKINS AVENUE IN THE CITY OF REDWOOD CITY TO BE A PUBLIC <br />NUISANCE, DIRECTING THE OWNER TO ABATE SAID NUISANCE, AND ORDERING THE EX- <br />PENSE OF ABATEMENT TO B; MADE A LIEN UPON THE LAND IN THE EVENT THE NUISANCE <br />IS NOT ABATED BY THE OWNER, seconded by Councilman Bury. <br />Councilman Bury asked whether Resolution could contain instructions to the <br />utility companies to disconnect utilities during abatement proceedings. <br />Acting City Attorney advised it would be better to request that Chief Build - <br />Ing Official make this a direct notice to the PGE rather than to include such <br />a request in the Resolution. Chief Building Official assured Council he would <br />communicate with the PGE immediately and would expect the disconnection to be <br />completed within a day or so.
