F5 <br />Councilman Rosselli questioned the eligibility, according to Council's policy, of <br />the members of the Board of Building Review whose terms are to expire this <br />month. Acting City Attorney reviewed Resolution which had set the policy and <br />indicating a waiver of the conditions inthe Resolution, which would preclude <br />these members from reappointment, could be made by Council. <br />Councilman Granger moved to waive eligibility restrictions as set by Council <br />in the case of these three members, seconded by Councilman Rosselli. Council- <br />man Henderson expressed her disapproval of waiving of eligibility restrictions <br />set by Council as felt they were imposed to make possible a wider representa- <br />tion by citizens on City's commissions and boards, and also recommended that <br />appointments be delayed to this particular Board until the new Council is <br />ready to take action. Councilman Granger withdrew his motion. <br />Councilman Rosselli moved to nominate Robert Cunningham for reappointment to <br />this Board and that provisions of the restricting Resolution be waived in <br />his instance. He stated he favors inclusion of more citizens to serve on <br />Commissions, but that it was not always possible and also not fair to retire <br />a willing and capable Board member. Acting City Attorney suggested action <br />be taken to either waive or rescind provisions in the Resolution restricting <br />reappointments before nominations be made to this Board. Motion lost for <br />lack of a second. <br />Councilman Granger again moved to waive eligibility restrictions on reappoint- <br />ments to Boards and Commissions in the case of all three members of this <br />Board whose terms will expire April 30th, seconded by Councilman Rosselli <br />and carried on roll call vote, Councilmen Granger, Petersen, Rosselli, and <br />Mayor Herkner voting yes,. Councilmen Bury, Henderson, and Keckley voting <br />no (MINUTE ORDER #68-88) <br />Councilman Petersen urged no further discussion be held concerning appointments <br />to this Board at this meeting since schedule had been set up according to <br />Council policies for the following meeting. <br />Councilman Rosselli nominated Robert Cunningham; Councilman Granger nominated <br />Norman Naughton; Mayor Herkner nominated Henry Tarratt. <br />Councilman Rosselli requested that a progress report be made on the downtown plan, <br />and a report on the traffic survey in progress, at the next Council meeting. <br />Councilman Bury suggested report be made as a current status and recommenda- <br />tion report. Councilman Henderson urged the present phase to be completed <br />before any change recommended.
