354 <br />in the unincorporated area and are restricted by deed convenants. <br />Councilman Petersen moved to close the public hearing, seconded by Councilman <br />Bury and carried. <br />Councilman Granger moved to introduce Ordinance adding Section 60.1.13 to <br />Ordinance No. 1130, the Redwood City Zoning Ordinance, rezoning property in <br />the vicinity of Lakeview Way and Jefferson Avenue (Lots 10 & 11, Lynda Lake <br />Gardens) to RH-40 Zoning District, and adding Section 60.1.14 to said Ordinance <br />No. 1130, rezoning property adjacent to and Southwesterly of said RH-40 rezoned <br />District (Block 502 Highlands of Emerald Lake No. 5) to RH-12 Zoning District, <br />seconded by Councilman Bury and carried. <br />Appeal of WARDE BATES on behalf of GULF OIL CORPORATION from denial by the Planning <br />Commission for a Use Permit to allow a service station at 585 Whipple Avenue <br />presented for consideration. <br />It was reported Planning Commission had denied the application at their meeting <br />of January 9, 1968. <br />Frank Piombo, representing Mr. Bates of the Gulf Oil <br />Corporation reported Use Permit had been denied by <br />Planning Commission on a tie vote. <br />He advised property owners had unsuccessfully over <br />the years endeavored to lease this property but other <br />uses permitted in this zoning are not feasible for this <br />size lot, i.e., lack of parking on Whipple, tremendous <br />traffic count, and the fact that other three corners -� <br />contained service stations. <br />He further advised no detrimental effect could be <br />caused to adjacent area as no residential area involved. <br />Planning Commission report read which recited conditions recommended for approving <br />Use Permit, but which had resulted in a tie vote, thereby resulting in denial of <br />the application for lack of affirmative action. Remarks of Commissioner Hjertberg <br />contained in the report expressed his views for denying application on ground he <br />felt it to be in best public interest not complete extension of gasoline agencies <br />in this area as felt Commission had a responsibility to try to provide some <br />balance in the development of commercial thoroughfares. <br />Staff report read reviewing proposal for development of the service station, <br />using two parcels of property in different ownership for which it was recommended — <br />that a recorded parcel map should be made a condition if use permit is approved, <br />prior to any building permit being issued, and Architectural Permit obtained <br />because of landscaping details needed in certain areas with a watering system <br />and screening provisions. <br />Appeal of Warde Bates on behalf of Gulf Oil Corporation also read in full reciting <br />details of their proposed development of a service station at this location intended <br />to be exemplary in its design and aesthetic appeal and their desire to be a part <br />of the tremendous growth factor anticipated in the City. <br />015,68 <br />
