355 <br />In reply to questioning as to whether this proposed service station would compound <br />traffic congestion on this street, Planning Director advised this point not con- <br />sidered as it was known service stations do not generate traffic, only take advant- <br />age of traffic on site. Service stations can even help traffic problems because <br />their open corner spaces provide for sight clearance. City Manager also pointed. <br />out, if use permit is granted, Staff recommendation included architectural review. <br />Mr. Piombo advised applicant willing to comply with <br />architectural review and any conditions being made a <br />part of the Use Permit. He presented an illustration <br />of their proposed plan which he stated would be subject <br />to any recommendation made by the Architectural Review <br />Committee. <br />Councilman Petersen made note of fact there were high tension wires about 8 to 10' <br />high on this property and from his personal inspection of the property felt it <br />would be difficult to develop site with anything other than a service station. <br />Therefore, he moved to reverse the action of the Planning Commission and grant <br />the appeal, subject to the conditions recommended by Staff, seconded by Councilman <br />Keekley. <br />Councilman Bury asked whether property owner had endeavored to find another <br />commercial use for his property since extension of Winslow Street. <br />Mr. Piombo cited other uses permitted in the zone, <br />none of which would be suitable for this site. <br />Councilman Bury also noted rendering submitted did not have any identification <br />sign and questioned sign requirements, if permit granted. <br />Questions were also raised concerning use of temporary or price signs in addition <br />to identification sign. <br />Mr. Warde Bates, of Gulf Oil Corporation, advised <br />signing would conform with City's code requirements <br />and described their company's usual identification <br />signs as conforming to the Code, and advised there <br />would be no use of temporary signs and that Company <br />did not use price signs. <br />Questions were also raised as to parking for adjacent animal hospital and whether <br />problems anticipated, to which Staff replied no problems are anticipated, and also <br />that it was not possible to reduce parking spaces required by Ordinance. Motion <br />carried on roll call vote. (MINUTE ORDER #68-13) <br />Councilman Rosselli stated there was a need for a study to be made on service stations, <br />based on comments of both Planning Commission and Planning Staff, to ascertain how <br />many are needed, probable sites with anticipated growth, from study of traffic <br />patterns proposed and resultant generation of traffic flows, as felt this to be an <br />essential part of whether such Use Permits were to be granted. <br />`- Discussion followed on Council setting a specific criteria to be used by Staff for <br />study, because of feeling some areas are already overloaded with service stations <br />and need to curtail such development in areas of future development, or need for <br />AN 15 •se <br />
