356 <br />Council to set a policy standard in the first instance for Planning Commission <br />and Staff guidelines. <br />City Manager reminded Council of present critical studies being conducted by <br />Planning Staff with set priorities for completion and requested an indication <br />from Council of priority to be requested for this proposed study. It was his <br />recommendation in view of present circumstances that he be allowed to check with <br />Planning Staff on what they believed might be involved with this proposed study <br />and report to Council next week. It was suggested Council might also discuss <br />further at that time a guideline for Staff to follow for this study, such as <br />aesthetics, safety, economics, etc. (Memo 1/16/68) <br />Continued consolidated PUBLIC HEARING on Application of RAYMOND W. ALVES, et al, to <br />amend Zoning Map to rezone property from "CN" to"R-2-T" as particularly described <br />earlier, with Appeal of MR. AL ENGEL AND MR. AL ENGEL, JR., opposing granting <br />of the above rezoning, reopened for purpose of Fire Chief answering questions <br />raised during first part of this public hearing. <br />Fire Chief was questioned on specific statement made by appellant, Mr. Al Engel, <br />Sr., as to problems prevalent due to service by Friendly Acres Water Company <br />in that water pressure inadequate in this area and water service frequently shut <br />off, and need forusing pumps in order to keep up water pressure, and whether he <br />felt water service adequate for proposed motel use. <br />Fire Chief admitted he had been aware of such problems in the past but could not <br />quote status of water line at the present time. He advised this site is quite <br />far from City water service and when he had reviewed this application when before <br />Council the first time, he had made recommendations for installation of fire <br />hydrants and also recommended that whole building be "sprinklered" because of the <br />inadequate water pressure. <br />Council questioned possibility of requiring storage water and was advised this <br />was not too satisfactory, but was being done in instance of Ampex Corporation as <br />part of their own fire protection system and water storage designed for that pur- <br />pose into their fountain landscaping. In reply to various questions concerning <br />any fire hazards inherent in granting of the 5' setback variance, Fire Chief ad- <br />vised it was not the best possible situation but similar to others in apartment <br />districts in the City. <br />It was noted appeal on Variance procedure not a part of this public hearing, it <br />requiring separate Council action. Councilman Henderson moved to close the public <br />hearing, seconded by Councilman Keckley and carried. Councilman Granger moved <br />to deny the appeal, and moved to introduce Ordinance adding Section 60.3.21 to - <br />Ordinance No. 1130, the Redwood City Zoning Ordinance, rezoning property in the <br />vicinity of the intersection of Belle Avenue with Bayshore Freeway, seconded by <br />Councilman Keckley and carried on roll call vote. <br />.a 15'N <br />
