358 <br />Mr. Melcher suggested perhaps a block wall would be <br />a remedy for reducing noise factor. <br />Councilman Henderson restated her amended motion to direct Architectural Com- <br />mittee to establish adequate sound control precautions, seconded by Councilman <br />Bury. Motion carried on roll call vote. <br />Main motion as amended carried on roll call vote, Councilmen Bury, Petersen, <br />Rosselli and Mayor Herkner voting yes, Councilmen Granger, Henderson and Keckley <br />voting no. <br />Fire Chief was again questioned as to recommendations which had been stated by him <br />concerning fire hydrants and sprinkler systems. He advised his review of the <br />original proposed development of this site had resulted in his recommending: <br />(1) proposed design of archway construction considered to be a hindrance in case <br />of emergency entry by fire equipment; (2) a wet line to run down through middle <br />of the property with recommendation for installation of two fire hydrants; <br />(3) motel and front area commercial buildings all be sprinklered. <br />In reply to questioning as to how these recommendations could also be included <br />in the Variance granted, City Attorney advised previous action by Council should <br />be rescinded and a new motion made. After further discussion as to whether Fire <br />Chief's recommendations could be attached as conditions when Use Permit requested <br />before Planning Commission, or by rescinding action to include these pertinent <br />conditions now, Councilman Granger moved to rescind previous action taken by . <br />Council to affirm action of Planning Commission and grant the Variance with <br />conditions and as amended by Council, seconded by Councilman Keckley. Motion <br />carried on roll call vote, Councilmen Granger, Henderson, Keckley, Rosselli <br />voting yes, Councilmen Bury, Petersen and Mayor Herkner voting no. <br />Councilman Granger moved to affirm action of Planning Commission and grant the <br />Variance with conditions as follows: <br />1. That street improvements be installed to the satisfac- <br />tion of the Public Works Director. <br />2. That an Architectural Permit be obtained in accordance <br />with Article 45 of the Zoning Ordinance. <br />3. Noise Control <br />4. Hydrant Line with 2 hydrants within the property. <br />-r, <br />5. All buildings to be sprinklered. <br />Motion seconded by Councilman Bury and carried on roll call vote, Councilmen <br />Henderson and Keckley voting no. (MINUTE ORDER #68-14) <br />Mayor Herkner called for a five-minute recess at 9:50 p.m. <br />Presentation of proposed Charter Amendments. <br />Councilman Bury, Chairman of the Council Charter Committee, advised draft of <br />charter amendments submitted to Council for study, embraced committee's recom- <br />mendations for the April ballot. He reviewed suggested groupings proposed and <br />covered the various subjects covered with brief reasoning for the proposed <br />changes as made by the Committee.
