He
reminded Council that Charter amendments will be distributed to the electorate
in pamphlet form when approved, and passage of such amendments is by majority vote,
subject to ratification by the Legislature.
Councilman Bury expressed his appreciation to all the Charter Committee Members,
consisting of Councilmen Keekley and Rosselli, Mr. Budd Stevenson and Mr. George
Swenson, with himself as Chairman, with assistance of City Manager and City Attorney.
He emphasized decisions, while not always unanimous, represented the Committee's
consolidated opinion.
Councilman Petersen moved to receive the report offered by the Committee and
asked that it be placed on next week's Agenda for discussion as suggested, seconded
by Councilman Rosselli. Councilman Rosselli recommended that breakdown on General
Law cities be checked so it can be ascertained what salary category Redwood City
will fall in, and also questioned whether it would be possible to have discussion
continued if found necessary after the next meeting. Motion carried. (MINUTE ORDER
#68-15)
Mayor Herkner introduced Merritt Snyder, of County Planning Commission, and Ed Allen,
Chairman of the City's Planning Commission.
Discussion of Council's opinion on the merits of a County -wide Human Relations Commission
vs. local commissions.
Mayor Herkner advised deadline for submitting Council's opinion to the County
had been extended to January 31st, so it was not necessary to make an appearance
before the ad hoc Committee on this date. After discussion of other meetings
scheduled on this matter, and request of County for this opinion from Council,
together with other information which had been requested prior to this meeting,
Councilman Petersen moved to continue this item to Council's next meeting.
Mayor Herkner advised he would send summary of lengthy report which had been sub-
mitted for Council's study. He also advised of recommendation being made by Palo
Alto for a local Human Relations Commission, but intended to make a report to
Council as soon as others in San Mateo County and Santa Clara County present their
opinions. Councilman Rosselli stated he did not believe it to be in the best
interests of Redwood City to enter into Palo Alto recommendation as County level
would not have the numerous jurisdictions involved.
