Robert Dell'Ergo, Attorney representing 18 pharmacists <br />in Redwood City, San Carlos, and Belmont, first chal- <br />lenged Attorney Majeski's statistics reported on a <br />number of medical clinics having pharmacies and basis <br />for such information, and on which point he stated he <br />would appreciate having a reply. <br />Mr. Dell'Ergo reviewed Planning Staff research made in <br />respect to "PO" Districts and quoted statistics given <br />which would prove majority of pharmacies, when allowed <br />_ in medical clinics, are in "PO" Districts that are <br />properly located adjacent to some type of commercial <br />zoning, not in a prime residential area. He therefore, <br />urged Council's consideration of a zoning change, not an <br />amendment to the Zoning Code as to effect of intent on <br />uses permitted generally in the "PO" District. <br />He recited permitted uses that could be made under the <br />"PO" zoning, all of which are most unsuitable in an area <br />adjacent to prime residential areas. <br />Mrs. Fred Gates urged approval of pharmacies in medical <br />clinics. <br />After lengthy discussion of the proposed text amendment, Councilman Bury moved <br />that this matter be referred to Planning Commission for a definition of lang- <br />uage as stated in their recommended revision of this section,, seconded by <br />Councilman Keckley. <br />Discussion held concerning intent of motion presented and effect of such a <br />motion at Planning Commission, specifically whether it was meant to indicate <br />Council acceptance of recommendation as submitted for amendment to the Zoning <br />Ordinance, and would initiate the necessary public hearing procedures. Both <br />maker and second of motion indicated varying intent, Councilman Bury not intending <br />to accept recommendation as presented and set for public hearing, but to re-examine <br />language of the Planning Commission recommendation in view of pertinent points <br />presented during this discussion, Councilman Keckley indicating his agreement <br />with re-examination of wording of recommendation by Planning Commission, but <br />agreeing that he favored commencement of public hearing procedure. <br />Edward W. Allen, Chairman of the Planning Commission, <br />urged Council to indicate their specific directions <br />on which Planning Commission was to be requested to <br />re-examine this matter. <br />Further discussion held concerning Council's intent when this matter was referred <br />to the Planning Commission and what action is to be taken at this meeting to <br />direct Planning Commission's re-examination of their recommendation and further <br />procedures. Councilman Bury indicated he wished to re -affirm this motion that <br />Planning Commission re-examine language in their recommendation for this parti- <br />cular amendment to include tighter controls for exterior and interior phases <br />— for this type of activity, being definitely less than a full pharmacy operation, <br />and suggested it might be well to discuss this matter further at the joint <br />meeting of Council with Planning Commission on January 29th. <br />Councilman Keckley, as second of motion, concurred with statements made by <br />Councilman Bury as to intent of the motion, Discussion continued as to Council's <br />action in referring this matter back for re-examination to include all points <br />raised during this period of discussion, such as area study, present and future <br />possibilities, even to the point of considering defining areas by a more specific <br />AN 15,68 <br />
