368 <br />Councilman Petersen moved to adopt RESOLUTION NO. 5585 APPROVING PLANS AND SPECIFICATIONS <br />FOR THE CONSTRUCTION OF THE BRADFORD STREET - MARSHALL STREET PARKING LOT; AND <br />AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFORE, seconded by Councilman Granger. <br />Staff report stated it was proposed to construct an "all -day" parking lot, using <br />controlled entrance gates instead of meters, on property being acquired by City <br />from the Parking District, in the vicinity of Marshall and Bradford Streets, <br />$30,000 having been appropriated in the current budget for this construction. <br />Councilman Bury advised this proposal had been recommended by the Parking Committee. <br />It was also noted that this property had been determined to be surplus by the Park- <br />ing District and that City felt this to be needed for additional parking area. <br />The purchase price will be the appraised value of $106,000 to be paid on yearly <br />installments of $20,000 from the General Fund to the Parking District to be re- <br />served for funding of future bond interest and redemption. In reply to questioning <br />if any anaylsis had been made as to its use, City Manager reported it was antici- <br />pated the "all day" parking control would relieve congestion in the District parking <br />lot on Marshall Street materially. <br />Other questions were raised as to plan for controlled entrance gate and the two <br />exit gates recommended by the Police Chief to avoid traffic congestion. Motion <br />carried on roll call vote. <br />Discussion of recommended formula for Cigarette Tax Distribution. <br />It was reported League of California Cities had requested a response from each <br />City indicating which formula they preferred, as indicated in their letter and <br />comparative receipts for neighboring cities which was submitted to Council pre- <br />viously for review. City Manager advised it was the Staff's recommendation that the <br />combined "half sales tax - half population" formula be approved, as reviewed in <br />his report. <br />Mayor Herkner advised hewas a member of the Committee that made the recommend- <br />ation for this formula after a lengthy study period and had voted for same because <br />it seemed to be more equitable than the Sales tax ratio basis now in use. City <br />Manager advised it was estimated City would lose an estimated $2,000 at present <br />on this formula, but that as population and sales tax revenues increased, City <br />would be better off on this formula. <br />Councilman Petersen moved to approve "half sales tax -half population" formula <br />for distribution to the cities of cigarette taxes, and that the League of <br />California Cities be so informed, seconded by Councilman Bury and carried. <br />(MINUTE ORDER #68-22) <br />Ralston Avenue Interchange presentation - State Highway Commission. <br />City Manager stated he wished that Council be briefed on the presentation intended <br />to be made before the State Highway Commission in Ventura on January 17, and <br />illustrated on an aerial map the traffic problems which are anticipated with the <br />opening of Marine World on July 4th. He stated the main purpose of making the <br />presentation of the traffic problems was to request an immediate review and urge <br />an upgrading of the State's priority rating for its improvements. <br />A 15,s <br />
