368 <br />After a thorough discussion and questioning as to wording proposed for qualifying <br />Director of Public Works as a civil engineer, Councilman Granger moved that Civil <br />Engineer be described as being a licensed engineer in the State of California in- <br />stead of a practicing engineer. Motion lost for lack of a second. <br />After further discussion and point being made that only a registered or licensed <br />civil engineer could qualify for this position according to position specifica- <br />tion, Councilman Rosselli moved to accept Committee recommendations on Item I <br />as stated, seconded by Councilman Keckley. <br />City Manager asked that reconsideration be given to the proposed elimination <br />of "City Collector" title as this position was tied closely with all taxing <br />functions of City, being named in such ordinances as hotel -motel tax, business <br />license, collection procedures, etc., also, City is still collecting delinquent <br />taxes, even though current collection of taxes is now being conducted by the <br />County. He advised if this position is deleted, it would be necessary to <br />either revise all code references to the position or establish the position <br />again by ordinance, therefore, it was Staff's recommendation this position not <br />be deleted from Charter. <br />George Swensen explained how Committee members had reviewed <br />Charter for proposed changes as to meaning and substance <br />and as far as use of wording "City Collector", acknowledged <br />it also appeared in Charter at present in a number of diff- <br />erent ways, but didn't feel that the deletion of the position <br />title would result in any sloughing of responsibilities. <br />He added, however, he could see no harm in either deletion of <br />this title or leaving it in Charter as at present. <br />City Attorney stated he understood it was not the intent that City Collector <br />be eliminated as a City office, but only deleted from Charter, as this position <br />was necessary as a functioning office, and thought it was intended, if deleted <br />from Charter, that position be established, by Ordinance. Councilman Petersen <br />moved to amend motion approving all recommendations under Item I, with exception <br />that title of City Collector remain, seconded by Councilman Keckley; Councilman <br />Rosselli accepted the amendment as a restatement of his original motion. On <br />question, Councilman Henderson questioned reason for recommendation proposing <br />to make changes in the budget preparation as now required by Charter. <br />City Manager advised only reason for requesting this deletion was that Charter <br />provision contains very specific and detailed instructions as to alignment of <br />figures which places drastic curtailment on budget format which Staff might <br />improve as to form for modernization in the future. Motion carried. <br />(MINUITE ORDER #68-27A) <br />Item II. Amendments to or repeal of Sections 47b, 48f, 93 and 96 <br />to eliminate a conflict in the method of appointment of <br />Port Board members and to eliminate presently inoperative <br />provisions. <br />Councilman Bury stated provision now present in Charter for appointing Port <br />Commissioners only pertained when Commission first formed and did not apply at <br />'" 2t 10 JAN 2z au <br />
