He advised the preliminary engineering plans for this interim constr-
uction period were now with the State Highway Division and they were expected
back shortly, approved, and could be sent out to bid by the end of the month.
In reply to questioning as to undergrounding of utilities in the District,
City Manager advised of complete undergrounding and ultimate design of lighting
to provide both for safety and aesthetics and of the recommendation being made
that Charles H. Krieger & Associates, expert illumination engineers be engaged
for their services to insure results desired. It was reported preliminary
plans on landscaping had been reviewed and approved by Architectural Review
Committee, and Park and Recreation Commission, with suggestions made being
incorporated into plans for first segment of landscaping costing some $69,000.
Councilman Keckley questioned whether builders were being made aware of need
for soundproofing of homes in Redwood Shores because of traffic patterns by
airlines, to preclude problems later whereby air traffic lanes are forced to
change their courses to possibly unsafe and hazardous air pathways for landing
approaches.
Councilman Granger moved to adopt RESOLUTION NO. 5592 BEING RESOLUTION OF
INTENTION FOR ANNEXATION OF TERRITORY TO GENERAL IMPROVEMENT DISTRICT NO.
1-64 OF THE CITY OF REDWOOD CITY, AND SETTING A TIME AND PLACE FOR PUBLIC
HEARING THEREON (sets public hearing for February 26, 1968) seconded by Councilman
Bury.
Staff report stated Leslie Properties had acquired approximately 115 acres former-
ly known as the "Press Wireless Property" contiguous to their other property
in the District; that their Petition and Consent had been filed as required by
Ordinance No. 1128. Motion carried unanimously on roll call vote.
Official Statement draft, GID 1-64, Series "C" Bonds.
Mr. Herman Zelles, of Stone & Youngberg, Bond Consultants, advised of minor
changes which were to be made in draft of the Official Statement since its sub-
mission to Council; a slight change in maturity schedule of facilities bonds;
information regarding additional bond authorization to be requested by landowner,
Leslie Properties, Inc. and indicating what the actual maximum annual service
costs will be; more detailed description given under General Information con-
cerning the district with photographic cuts, aerial topo of the project, all of
which keyed to point out projects completedand planning proposed as presented in
slide and described at this meeting; noted changes concerning fair market values
whereby more detail to determine feasibility limitations as set forth in Reso-
lution No. 4933 in determing bonding capacity of the project, and also change
as submitted to Council replacing language concerning sewer and water charges
used in the calculations of bonding capacity. He reminded however, that the
Official Statement in all other respects same as previous ones except for up-
dating and addition of more information now available. The Statement will be
printed and mailed by end of this week to potential bidders for sale proposed
r• ., •ss
for February 28th, when approved by Council.
FEB 5 '68
