property" must be evident and that these circumstances are not found in this
request when it was being proposed to subdivide a large parcel in the County
Into three parcels for development purposes. He advised, should Council grant
the sewer connection, the capacity of the sewer line in Edgewood Road was more
than adequate and designed ultimately to serve all properties along its route.
Further questions were asked concerning proposed development of this property
and possibility of Mr. Challstrom bringing in an annexation area which would be
contiguous to the City.
Mr. Challstrom asked for Council's inspection of the
property or a chance to submit proposed plans for
development of parcel.
Council discussed facts concerning approving a subdivision which is not conti-
guous and therefore cannot be annexed. Councilman Bury moved to deny the
application for the sewer connection, seconded by Councilman Henderson and
carried on roll call vote. (MINUTE ORDER #68-38)
Councilman Rosseli moved to adopt RESOLUTION NO. 5600 GRANTING REVOCABLE PERMISSION
TO CALIFORNIA CLIPPERS, LTD., TO UTILIZE MODEL AIRPLANE FIELD, seconded by
Councilman Petersen.
City Manager was previously authorized by Council to negotiate an agreement for
this groups' use of this field. In reply to questioning as to use of other
facilities requested by the Club, City Manager advised they were resigned to
fact of using the field for training purpose and have use of no other facili-
ties, as other arrangements suggested not thought desirable. Motion carried
on roll call vote.
Councilman Keekley moved to adopt RESOLUTION NO. 5601 BEING RESOLUTION OF INTENTION
TO ABANDON A PORTION OF A PUBLIC STREET IN ACCORDANCE WITH PART 3 OF DIVISION
91 STREETS AND HIGHWAYS CODE OF THE STATE OF CALIFORNIA; SETTING TIME AND PLACE
FOR HEARING ALL PERSONS INTERESTED IN OR OBJECTING TO THE PROPOSED VACATION;
AND, ORDERING POSTING OF NOTICE OF SUCH PROPOSED VACATION, seconded by Council-
man Rosselli.
Staff report advised abandonment requested by Wm. Barnett, on behalf of Roman
Catholic Archbishop of San Francisco, and Mt. Carmel, for abandonment of Elm
Street, between Heller Street and Southern Pacific right -o£ -way; that adjacent
property on both sides of the street is owned by the Catholic Church .and they
desire to build a new church facility; that PGE, PTT, and Department of Public
Works recommended approval.
Council questioned proposed developments for this site, concern for traffic
problems if access not controlled, adverse affect to other lots for development
proposed, etc. City Manager advised this action would set this matter for
public hearing on March 11, 1968, and he would have answers for Council at that
time after a review of all circumstances involved. Motion carried on roll call
vote. (Memo 2/6/68)
Councilman Petersen moved to grant extension of time to March 31, 1968, for time to
complete improvement agreement between City and Ralph and Ione Riedel (Veterans
Blvd., between Jefferson Avenue and Main Street) seconded by Councilman Bury.
291
M 5 '6P
