In reply to questioning concerning curtailment of program in hill areas, City <br />Manager advised this referred specifically to the college site being excluded <br />and that at Fire Chief's request fire trails were to be disked to aid in control <br />of fire hazards. It was requested that complete records be kept of weed abate- <br />ment disking program to compare against the spraying program, as City might <br />abandon any weed abatement program if program is not effective this year. <br />(Memo 2/6/68) Motion carried on roll call vote. <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5605 ENDORSING THE PORTOLA EXPEDI- <br />TION BICENTENNIAL FOUNDATION AND ENDORSING SENATE BILL NO. 2615, seconded by <br />Councilman Keckley. Resolution endorses Senate Bill 2615, which calls for a <br />National Historic Site for Sweeney Ridge, and had been requested for Council's <br />support by Mrs. R. L. Spangler on behalf of -the Foundation. <br />Councilman Keckley reported Regional Planning Committee had accepted a Sub - <br />Committee recommendation some two years ago approving this action and expressed <br />his satisfaction of Council's supporting action in this regard. Mayor Herkner <br />requested that Council also review the request made for a Commemorative Stamp <br />for 200th anniversary of the founding of California. (Memo 2/6/68) Motion <br />carried on roll call vote. <br />Discussion of Council guidelines pertaining to Expense Vouchers. <br />Mayor Herkner advised he and Vice Mayor Bury had worked out the proposed <br />guidelines requested by Council for authorization and reimbursement of Council <br />expenses and had submitted them for review. Proposed guidelines entitled <br />"Attendance at Conference and Meetings - Recommended Criteria for authorization <br />and reimbursement of Expenses" reviewed and discussed by Council with following <br />actions taken on each item: <br />Attendance <br />1. Attendance at out-of-state conferences shall require the <br />prior approval of City Council. <br />No objections submitted. <br />2. Attendance of conferences or meetings requiring overnight <br />accommodations or total travel in excess of 150 miles each <br />way shall require prior approval of City Council, unless <br />attendance has been specifically authorized in annual budget. <br />After thorough discussion, Councilman Keckley moved to change total travel in <br />excess of 150 miles to... "75 miles each way...", seconded by Councilman Hender- <br />son, Keckley, Rosselli, and Mayor Herkner voting yes, Councilmen Granger and <br />Petersen voting no. (MINUTE ORDER #68-40-A) <br />3. Prior approval will not be necessary for the attendance at local <br />meetings and conferences where overnight accommodations are not <br />requested. <br />After discussing intent of this proposal, Councilman Keckley moved to add <br />"...local meetings within radius of 75 miles...", seconded by Councilman Henderson <br />and carried on roll call vote, Councilmen Bury, Henderson, Keckley, Rosselli and <br />and Mayor Herkner voting yes, Councilmen Granger and Petersen voting no. <br />(MINUTE ORDER #68-40-B) <br />1f a <br />
