TO BE PUBLISHED A NOTICE OF ELECTION, LIST OF ELECTION OFFICERS AND POLLING <br />PLACES AND NOTICE OF NOMINEES FOR PUBLIC OFFICE, seconded by Councilman Henderson <br />and carried on roll call vote, Councilman Granger being noted absent. <br />Councilman Keckley moved to adopt ORDINANCE NO. 1348 AMENDING ARTICLE I OF THE CODE <br />OF THE CITY OF REDWOOD CITY BY ADDING THERETO SECTIONS 2.27 THROUGH 2.27.5, <br />RELATING TO COUNCIL MEMBER EXPENSE CLAIMS, seconded by Councilman Henderson. <br />Councilman Bury questioned effective date of this Ordinance and whether ground <br />rules concerning Council expense claims would apply before that time. Mayor <br />Herkner indicated present guide lines are still in existence, and ordinance <br />setting forth the new detailed guidelines would be in effect in 30 days. Council- <br />man Petersen indicated his favoring use of guidelines as set by ordinance in the <br />interim period as all of Council had indicated their agreement these be established. <br />Acting City Attorney advised ordinance in this interim period before effective <br />date could not be legally enforced, but that Council policy could be set at any <br />time by Council members. <br />Council also questioned whether guidelines as now established for Council could <br />also be applied to other City employees. City Manager indicated the adminis- <br />trative handling of general employees' expense claims had been along similar <br />guidelines as now set by Council for themselves for over a year, and in some <br />areas for reporting claims even more rigid. Motion carried on roll call vote, <br />Councilman Granger being noted absent. <br />Councilman Petersen moved to adopt ORDINANCE NO. 1130.81 REPEALING SECTIONS 46.1 <br />THROUGH 46.11, INCLUSIVE, OF ARTICLE 46 OF ORDINANCE NO. 1130, THE REDWOOD CITY <br />ZONING ORDINANCE, AND ADDING SECTIONS 46.1 THROUGH 46.12, INCLUSIVE, TO SAID <br />ARTICLE AND ORDINANCE, RELATING TO PLANNED DEVELOPMENT PERMITS, seconded by <br />Councilman Rosselli and carried on roll call vote, Councilman Granger being <br />noted absent. <br />Councilman Rosselli moved to adopt ORDINANCE NO. 1349 AMENDING SECTION 14.31 OF THE <br />CODE OF THE CITY OF REDWOOD CITY RELATING TO THE SCHEDULE OF CHARGES FOR REFUSE <br />COLLECTION SERVICES, seconded by Councilman Keckley and carried on roll call vote, <br />Councilman Granger being noted absent. <br />Councilman Petersen moved to adopt ORDINANCE NO. 1350 APPROPRIATING SUM OF $35,000 <br />FROM UNAPPROPRIATED BALANCE OF RESERVE FOR CONTINGENCIES OF GENERAL FUND TO <br />PROVIDE FOR MAINTAINING AND OPERATING A MUNICIPAL TRANSPORTATION SYSTEM WITHIN <br />THE CITY OF REDWOOD CITY, seconded by Councilman Rosselli and carried on roll <br />call vote, Councilman Granger being noted absent. <br />Councilman Keckley moved to adopt ORDINANCE NO. 1351 APPROPRIATING SUM OF $7,500 FROM <br />UNAPPROPRIATED BALANCE OF RESERVE FOR CONTINGENCIES OF GENERAL FUND TO PROVIDE <br />FOR PAYMENTS OF TRANSIENT OCCUPANCY TAX TO COUNTr_!OF SAN MATEO, seconded by <br />Councilman Bury. <br />Councilman Bury questioned wording of ordinance and how it related to agreement. <br />Ordinance explained by Acting City Attorney and how it related to appropriating <br />funds for purpose of payment to County of these taxes, but that further details <br />are in the provisions of the agreement. Motion carried on roll call vote, <br />Councilman Granger being noted absent. <br />DAMAGE CLAIMS: (1) Donna Lake, 47 Shelbourne Ave., Daly City, for personal injuries <br />alleged to have been caused by fall on City property; (2) Eric Rapley, 928 <br />Junipero Avenue., for property damages to his vehicle alleged to have been <br />FO 19 '88 <br />
