Mayor Herkner advised that he would also be attending the San Mateo Council <br />of Mayors. Further discussion held concerning fact all ex -mayors were <br />invited to attend the meetings, and of the guest privileges allowed also. <br />Frank Guida submitting his resignation as member of <br />the Personnel Board because of his being a candidate <br />for office of City Councilman. <br />It was noted City Manager's report to the Council had advised of the automatic <br />retirement of any member from the Personnel Board, if a member becomes a can- <br />didate for the City Council, because of a provision in the Municipal Code re- <br />quiring such procedure. It was noted this would affect two members of the <br />Personnel Board, both Mr. Guida and Mr. Moody being candidates for office of <br />City Councilman. He recommended in his report that inasmuch as a quorum would <br />still remain on this Board that Council carry out the established policy on <br />appointments and that the time table would appear on the Agenda of February 26th. <br />Councilman Rosselli moved that the resignations of both Mr. Guida and Mr. Moody <br />be accepted with regrets, seconded by Councilman Bury and carried. (MINUTE ORDER <br />#68-54) <br />County Manager, E. R. Stallings, advising of payment <br />to be made to City for January collection of Document- <br />ary Stamp Act in amount of $2,049.31. <br />The following communications were read and referred to the Legislative Committee: <br />Marcella Jacobson, representing the Council for <br />Governmental Responsibility, urging help in pre- <br />venting haphazard and indiscriminate filling of <br />San Francisco Bay. (copy submitted to Council.) <br />Assemblyman Floyd L. Wakefield of California <br />Legislature, ur ing support of legislation he <br />has introduced (AB 231) concerning "distribution <br />of students by race."
