costs would be less, plus less removal of tax roll property would be involved. <br />He asked that Planning Director be given an opportunity to present a rough <br />concept indicating what could be done on the present site and how it would <br />relate to any other developments in the City besides the downtown plan. <br />Councilman Granger favored a special meeting for this subject and moved that <br />such a meeting be called, seconded by Councilman Rosselli, and lost on roll <br />call vote, Councilmen Granger, Petersen and Rosselli voting yes, Councilman <br />Bury, Henderson, Keckley and Mayor Herkner voting no. <br />Planning Director briefly reviewed the alternate sites which had been proposed <br />by the EBS consultants: Site proposed in downtown plan for civic center ad- <br />jacent to County office complex with feasibility and costs having been explored; <br />another site now occupied by Motor City, and the other sites which had been <br />explored and described from an illustrated chart. He stated result from all <br />of the studies made on these other sites eliminated them as not fulfilling <br />all the obligations and purposes proposed and that present site had contained <br />points more favorable. He felt it important that it also be kept in mind <br />civic center site also would include police and fire services, besides City <br />offices. <br />Planning Director thereafter described the one three dimensional concept <br />which had been prepared by his Staff, lack of Staff time prohibiting prepara- <br />tion of other possible arrangements of space at the present site. The plan <br />as described by the Planning Director showed use of open space, placing of <br />fire and police services, Council chambers, city administrative offices, <br />parking elevations, etc. He also graphically described traffic flow patterns <br />with the new enlarged connecting arteries surrounding the area, close rela- <br />tionship which might be created to the future rapid transit on the present <br />railroad tracks, connection of possible smaller streets for easy accessibility <br />to main arteries to downtown sections, and residential area from the present <br />civic center site. Councilman Keckley favored present site because of it coin- <br />ciding with both EBS recommendation and that of Downtown Plan and felt that <br />many other site concepts could be studied, and that he was convinced present <br />site would give greatest amount of area for a full city complex as consolida- <br />tion of cities mentioned still most remote. <br />Councilman Keckley, therefore, moved to authorize Staff to proceed with pre- <br />liminary plans and further site concepts for a civic center site complex, <br />seconded by Councilman Bury. Further discussion held by Council members con- <br />cerning points to be considered when Planning concepts being developed as to <br />noise factor from the railroad, traffic patterns, use of air space, costs in- <br />volved with Parking District with parking plans, etc. City Manager assured <br />Council all factors would be thoroughly studied, noise factor in particular not <br />419 <br />Ff8 26.68 <br />
