C. SCOPE OF SERVICES
The scope of engineering services described herein is the minimum necessary to meet the City's
objectives. The consultant is expected to expand on the scope by incorporating their expertise
and proposed method of approach.
The Consultant shall perform and provide the following:
Task 1 — ENVIORNMENTAL ASSESSMENT
Huffman -Broadway Group, Inc. (HBG) will conduct an environmental assessment of the four
project reaches (Jefferson Branch Reach 1 & 2, Redwood Branch Reach 1 & 2) to determine the
potential presence of special status species, and determine if pre -construction protocol surveys
for special status species will be required prior to the start of construction. The environmental
assessment will be based on review of the California Natural Diversity Data Base (CNDDB),
review of aerial photography, and one site visit to assess habitat conditions (e.g. potential raptor
nesting sites, condition of the project site etc.). The Environmental Assessment will be presented
in a letter report and appended to the Pre -Construction Notification letter.
Task Assumptions:
1. One (1) site visit will be required to complete this task.
2. Fourteen and one half (14.5) hours plus expenses will be needed to complete this task.
Task 2 - NESTING BIRD SURVEYS (AS -NEEDED)
HBG will conduct nesting bird surveys for any of the four project reaches with maintenance or
construction activities requiring heavy equipment scheduled during the nesting season of raptors
(February 15 to August 30) and smaller bird species (March 15 to August 30). The surveys will be
conducted no earlier than 15 days prior to the start of project -related activities. If nesting birds are
located, a HBG biologist will notify the contractor of an appropriate buffer that must be established
until the young have fledged. Surveys will be conducted in all suitable habitat within the project
site and staging areas up to a 1000 -foot radius. Once surveys are completed HBG will prepare a
summary report of the bird survey results and submit it to the CDFW as required. Nesting season
for raptors is defined as February 15 to August 30 and for smaller bird species March 15 to
August 30.
Task Assumptions
1. Three (3) site visit will be required to complete this task.
2. Four (4) hours plus expenses to conduct survey on Jefferson Branch Reach 1 and
Redwood Branch Reach 2.
3. Four (4) hours plus expenses to conduct survey on Jefferson Branch Reach 2 project site.
4. Four (4) hours plus expenses to conduct survey on Redwood Branch Reach 2 project
site.
5. Prepare two (2) summary letter reports of survey results for total of four (4) hours (2 hours
per report).
6. If a nesting bird is located and a buffer established any additional monitoring would be
conducted under a separate contract.
REV: 12-08-16 RL
ATTY/AGR.2016.327/Huffman-Broadway Group, Inc.
