SECTION 7. The Council of the City of Redwood City <br />hereby proposes, on its own motion, to amend the Charter of <br />the City of Redwood City, by amending Section 27 thereof, <br />to read as follows: <br />"SECTION 27. NO INTERFERENCE BETWEEN COUNCIL AND CITY <br />MANAGER: <br />"No member of the Council shall in any manner, <br />directly or indirectly, by suggestion or otherwise, <br />attempt to influence or coerce the City Manager in the <br />making of any appointment or the purchase of supplies, <br />or attempt to exact any promise relative to any appoint- <br />ment from any candidate for city manager, or discuss, <br />directly or indirectly, with any such candidate, the <br />matter of appointments to city offices or employments. <br />No member of the Council shall attempt to influence <br />unduly any city officer or employee appointed by the <br />City Manager or otherwise intervene in the exercise of <br />the City Manager's supervision and control over the <br />same, provided that the foregoing shall not preclude <br />any councilman from consulting with any city officer <br />or employee for informational purposes. Any violation <br />of the foregoing provisions of this section shall <br />constitute a misdemeanor and shall work a forfeiture <br />of the office of the offending member of the Council, <br />who may be removed therefrom by the Council or by any <br />court of competent jurisdiction. <br />"No persons related to the City Manager by blood <br />or by marriage shall be eligible for employment. " <br />(a) Said Charter amendment proposal shall be submitted <br />to the electors of the City of Redwood City at the general <br />municipal election to be held in the City on April 9, 1968, <br />in the form of a proposal to amend said Charter by amending <br />Section 27 thereof. On the ballots and on the voting machines <br />to be used at said general municipal election, in addition to <br />all other matters required by law to be printed thereon, <br />shall appear the following: <br />PROPOSITION F: Shall the Charter of the City <br />of -Redwood City be amended by <br />amending Section 27 thereof to prohibit any <br />member of the Council from attempting to unduly <br />influence officers and employees appointed by <br />the City Manager or otherwise intervene in his <br />control over such officers and employees? <br />- 12 - <br />
