Kennedy/Jenks Consultants

17 June 2008

Memorandum

To:

Justin Ezell, Redwood City Public Works Superintendent

Prepared By: Mary Trail
Reviewed By: Tom Gorman

Subject:

Redwood City Recycled Water Project
Customer Site Retrofit & Program Support Services
Scope and Budget Augmentation for Customer Site Retrofit & Program Support
Services and Extension of Contract
K/J 0468025

This memorandum provides a scope and budget for the extension and augmentation of the
Recycled Water Customer Retrofit and Program Support Services project in Redwood City ("the
City"). This work will be performed under the existing Agreement for Professional Services.

Introduction

Kennedy/Jenks is currently under contract with Redwood City to provide Customer Retrofit and
Program Support Services for implementation of a recycled water project (City Purchase Order
# 46141). The original scope of services developed in August 2004 was based on the following
assumptions:

K/J would provide design services for 57 irrigation sites with one meter per site.

K/J would provide bidding and construction management service for one retrofit group
bid.

No retrofit support would be needed for non-irrigation sites.

Limited Program Support Services would be needed after the completion of the 2005
Non-Irrigation Market Assessment

The project schedule was August 2004 through December 2007

In 2005, the City set a goal to deliver 900 af/yr of recycled water to customers that are currently
served Hetch Hetchy potable water by the year 2010. The City is pursuing a customer retrofit
plan that aims to reach this goal by first targeting commercial and industrial users and then
serving eligible residential irrigation customers (Homeowner Associations). The City has
determined that the K/J contract should be extended and the scope of services should be
expanded to continue to provide customer site retrofit and program support services in support
of the City's goal of reaching 900 af/yr by 2010.

p:lpw-proj\2004\0408025 rwc recycled retrofit & support svcltask 01 proj mgmtlproject memolproject memo & scope revisionslscope rev 7 - retrofit project extension & augmentation. doc
