<br />Kennedy/~enks Consultants <br /> <br />Memorandum <br />Justin Ezell, Redwood City Public Works Superintendent <br />17 June 2008 <br />Page 2 <br /> <br />Discussion <br /> <br />The expanded scope of the Customer Site Retrofit & Program Support Services project is based <br />on the following items. <br /> <br />Multiple-Meter Sites: <br /> <br />Many customer sites have multiple irrigation meters rather than single meters, making the <br />retrofit more complicated than was envisioned for single-meter sites. Design and CM of <br />multiple-meter sites require greater effort than was included in the original contract fee <br />estimates. Forty-six new commercial irrigation sites encompassing 126 meters are expected <br />to be retrofitted in Group Bids 1, 2, 3, and 4, as shown in the bullets below. The First Step <br />site upgrades include an additional 11 meters and Homeowner Association retrofits will <br />include retrofit of up to 10 additional residential sites. <br /> <br />Group Bid 1: 17 sites (18 designed), 46 meters (48 designed) <br /> <br />Group Bid 2: 11 sites, 30 meters; First Step customer upgrade 11 meters at 5 sites <br /> <br />Group Bid 3: 3 sites, 18 meters <br /> <br />Group Bid 4: 15 sites, 32 meters <br /> <br />Homeowners Associations: up to 10 sites; up to 32 meters <br /> <br />Additional Group Bids: <br /> <br />The phased approach to pipeline design and construction limited the number of sites that <br />could be included in Group Bid 1. The City has determined that three additional group bids <br />are required to maintain the retrofit effort in sync with the pipeline effort. <br /> <br />Sites Not Retrofit: <br /> <br />Planning and retrofit design work was performed for four irrigation meters at three <br />commercial sites that ultimately were not retrofit-one site refused retrofit and two sites were <br />inaccessible due to the pipeline configuration. <br /> <br />Preliminary planning was performed for eight Homeowners Association sites before the City <br />decided to postpone HOA retrofits until after all commercial and City-owned sites have been <br />retrofit. Of the eight sites for which preliminary planning was done, only four are now under <br />consideration for retrofit.
